In his initial preliminary analysis he felt that the area <br />was not the best location for another neighborhood shopping center; <br />that a second story office complex had good potential; and that a <br />strong theme or image was needed. In the next couple of weeks he <br />plans to continue meeting with the Citizens Development Committee <br />as we11 as survey the present businesses in the area. He wi11 <br />present his final analysis upon completion. Chairman Stefanson inquired <br />whether Federal money was available in the form of grants and Mr. Uban <br />indicated that was a possibility if the grant request were correctly <br />written. Money for development could also be explored through the <br />state of Minnesota. Erma Olson asked if the land were suited for a <br />motel to which Mr. Uban replied that he did not feel confident that <br />a market e~cisted at this time. <br />Phil Saari from the North Suburban Developmental Achievement Center, CONDITIONAL <br />Inc. presented a brochure containing information on the Developmental USE, NORTH <br />Achievement Center, Inc. including information on its programs, SUBtki,BAN <br />its enrollment (72 adults, 30 preschool children, staffing (ratio is DEyELOp~- <br />1-3 for preschool and 1-6 for adults) and its purpose. The North TAL ACHIED- <br />Suburban Development Achievement Center, Inc. has been in operation EMENT CENTER <br />since 1961 serving ten northwestern suburbs. After a discussion, Erma INC. <br />Olson moved, seconded by Harold Nilsen, that a conditional use be granted <br />with a stipulation that adequate supervision be provided while the <br />children were indoors as well as out-of -doors. Paul Borg, Superintendent <br />of the Roseville School District indicated that the DAC has been a good <br />tenant at the Lake Owasso School and the school district would continue <br />its three year lease (one year remained) or enter into another three year <br />lease. Mr. Saari indicated that August 31st is when their lease would <br />expire at Lake Owasso School and they have requested the fire, health <br />and safety, etc. inspections. After a discussion, a unanimious vote <br />was taken to approve the conditional use. <br />~® Planrli.ng Commission reviewed a request Prom Norbert Hermes, 1755 NORBEftT <br />St. Marys to blacktop a 90 foot by 12-1/2 foot strip of grass on the HERMES, <br />boulevard ad3acent to Larpenteur Avenue near the Hermes Shopping Center. 1755 ST. <br />Erma Olson and Chairman Stefanson preferred the grassy area, which they MARYS <br />felt added to the overall composition of the shopping center. Council- R.ED <br />member Ciernia pointed out that since the area is being studied with <br />hopes of redevelopment, the matter should be deferred until spring. <br />Mr. and Mrs. Hermes were in agreement. <br />WORKSHOP <br />A workshop has been scheduled with Carl Dale for August 23rd at 7:00 P.M. 8/23/83 <br />The Planning Commission was advised that Hewlett Packard had acquired ~T <br />title to the Hermes property so the property has been rezoned B-lA. PACKARD <br />Chairman Stefanson requested Carl Dale be advised of this rezoning so REZONING <br />that it could be inc~tded as part of the discussion at the workshop. <br />• <br />
