• MINUTES <br />PLANNING CC~M'LCSSiON MEETING <br />SEPTII`9BER 12, 1983 <br />The Plarming Commission meeting was called to order at 7:05 P.M. by <br />Chairman Al Stefanson. <br />Stefanson, Geistfeld, Bourquin, Brown, Wallin, Nilsen, Mead and Olson. <br />Chenoweth. <br />The August 8, 1983 Minutes were discussed. Jerry Wallin moved, seconded by <br />Don Mead, that the August 8th Minutes be adopted as written. Motion carried <br />lmanimou.sly. <br />The August 23, 1983 Minutes were discussed. There being no corrections or <br />deletions, Helen Brown moved, seconded by Jerry Wallin, that the August 23rd <br />Minutes be approved as presented. Motion carried unanimously. <br />John Uban, Dahlgren and Associates presented an informal preliminary report <br />on the Larpenteur/Snelling development. He presented Plan 1 which would be <br />a "fix-up" of the area by street scaping or plantings on the boulevards, <br />coordinated signings on all four corners and would provide screening from the <br />• residential area. Plan 2 foscused on the four corners as follows: (a) Grain <br />Terminal--add the needed office space on their property with additional parking <br />in the rear of their building; (b) Hermes Shopping Center--cleanup the traffic <br />flow pattern and acquire additional property to the rear which would allow <br />better truck access; (c) Flower City site--purchase one home and move same <br />garages for better access, provide more buffering and screening to the <br />residential neighborhood,. provide better traffic flow by possibly closing <br />Crawford and using col-de-sacs, remove the liquor store and relocate Embers <br />and the Flameburger; and (d) southeast corner--remove part of the building to <br />provide a better traffic flow and encourage parking in the rear of the <br />building and by adding retail shops in the rear of the building. Plan 3 <br />adds office towers on Hollywood Court behind the Grain Terminal, a high rise <br />for seniors near the Hermes Shopping Center and office complexes with skyways, <br />parking ramps, a motel and restaurants (with t~~e acquisition of residential <br />property) on the other two corners. Mr. Uban will prepare his final report <br />for submission to Council by the end of September. <br />Robert Moder, 2061 West Larpenteur, requested variances to build a condo type <br />office building on this property. There will be 2-1/2 stories in height with <br />the half story in the ground to provide parking for nine cars, five offices <br />on first floor and four offices on second floor. The exterior will be brick <br />construction. Mr. Nbder presented a landscaping plan to include trees and <br />shrubbery. Harold Nilsen pointed out that one additional variance would be <br />needed in the size of the parking spaces, which would be reduced, as shown in <br />the plan. After further discussion, Don Mead moved, seconded by Jinn Bourquin, <br />that the variances be granted. Motion carried unanimously. <br />• <br />
