<br /> <br /> <br />NLZ1VITrES <br />PLANNING C(7MMI,SSION <br />SEPTEMBER 12, 1983 <br />PAGE 2 <br />A workshop was scheduled for September 26, 1983 at 7:00 P.M. for <br />continued work on the zoning ordinance. <br />The next regular Planning Commission meeting will be October 10th at <br />7:30 P.M. <br />Jim Klassen, Director of Coni~mity Relations and Marilyn Kerns, Assistant <br />Director of Camnumity Relations, explained how comrrnmity school services <br />dollars are levied; how the Early Childhood and Family Education Program <br />was started as well as the Extended Da.y Program, its functions and <br />operation. Mr. Klassen informed that the Early Childhood and Family Education <br />Program would be moved to the Falcon Heights School site with classes to <br />start September 26 and the Extended Day Program moved to the school site <br />with its operations to commence October 1, 1983. The moving of these two <br />programs would allow the school to be open evenings and Saturdays to allow <br />the neighborhood children use of the gymnfaci_lities. <br />Chairman Stefanson expressed concern regarding the increased amount of traffic <br />in the neighborhood, lack of off-street parking and the need for emergency <br />vehicle access. He presented photrs taken at two different times indicating <br />the presence of 22+ parking spaces being used by the present tenant (the DAC) <br />and asked how many additional parking facilities would be needed.by the addition <br />of the two programs. NIr. Klassen felt that a maximum of 60 spaces would be <br />needed. He suggested the addition of parking in three areas: change the <br />parking in the front of the building from parallel parking to angle parking, <br />increase the parking on the west side of the building by adding an additional <br />lot and possible use of the parking lot of the Falcon Heights United Church of <br />Christ when not used for church functions. Classes do not operate during the <br />summer months. <br />While Chairman Stefanson supported the two programs, he felt the neighborhood <br />will be affected by the increased traffic and parking problems. Therefore, <br />Chairman Stefanson moved, seconded by Erma Olson, that the Planning (.cmmssion <br />will not approve and/nor recommend to the Falcon Heights City CoLmci.l use <br />of the Falcon Heights School for the Early Childhood and/or Extended Day Care <br />Programs Lentil the school administration can provide adequate provisions for; <br />(1) off-street parking, (2) traffic circulation, and (3) emergency vehicle <br />access, as it impacts on the surroLmding residential (R-1) neighborhood. <br />Harold Nilsen and Jim Bourquin felt the language in the motion was too strong <br />and the program should move ahead in good faith. Upon a vote being taken, <br />the following voted in favor of the motion: Cha.irrnan Stefanson and Erma Olson <br />and the following voted against the same: Mead, Nilsen, Wallin, Brown, <br />Bourquin and Geistfeld.
