MINUTE. <br />PLANNING COMMISSION MEETING <br />~P TEMBER 4, 1984 <br />The Planning Commission meeting was called to order on September 4, 19$4 <br />at 7:40 P.M. by Chairman Al Stefanson. <br />Stefanson, Nilsen, Olson, Mead,. Grittner, Wallin, Trent-Sullivan and <br />31ack. Also present was Councilmember Chesto•vich. <br />Chenoweth. <br />Member Mead moved, seconded by Member Olson-that the Planning Commission <br />Minutes of August 20, 1984, be "approved as presented.' Motion carried <br />unanimously. <br />Patrick H. Neu, presented a variance request for Lot 8, Block 1, Pothen <br />Homesites (1865 Hamline). After a discussion regarding whether Hamline <br />or Ruggles would be the front lot line, Don Mead moved, seconded by <br />Member Wallin, approval of the following variances: (a) nine foot <br />variance on the rear (west) property line; and (b) five foot variance <br />on the side lot line (Ruggles, which is south ). Upon a vote being <br />taken, the variances were approved unanimously. For clarification <br />on what constitutes the front lot line, see item 101 on page 15 (or <br />173) . <br />Robert Collins, representing Bullseye Golf, Inc. and Scott Williams <br />from Pope Associates, Inc. reviewed point by .point and explained for <br />the Planning Commission the different schemes and phases as proposed <br />in their revised site plan that was contained in the Report of Developer <br />dated September 4, 1984. Chairman Stefanson again questioned how the <br />parking data was formulated ander the 70-30 split and Mr. Williams <br />indicated that the matter had again been discussed with the City Planner, <br />Mr. Uban and felt that the split would be more correctly stated as <br />75-25 and that a letter would be forthcoming from the City Planner <br />indicating how the figures were formulated. Mr. Collins was questioned <br />regarding the rental of the building and he maintained that they would <br />prefer renting to smaller tenants. Mr. Williams indicated that in <br />discussions with MN DOT they were informed that there be no plantings <br />along Larpenteur Avenue. Mr. Uban is presently working with therm to <br />obtain permission for some type of green plantings and would advise of <br />his outcome. Mr. Collins then presented an overlay of the building <br />showing what architecture is planned and commented on building materials, <br />lighting, signage, and screening. The Falcon Heights Fire '[.lE±partment <br />apparently indicated no ob3ections in letter form which should <br />be furnished. to the City Council. Chairman Stefansotz commented that <br />the revised site plan has-been very much improved and Member Grittner <br />commended Mr. Collins for addressing both the City Engineer's and City <br />Planners recommendations. Member Trent-Sullivan also commended the <br />developer with using as much landscaping as possible for the area. <br />PRESENT <br />ABSENT <br />MINUTES OF <br />8/20/84 <br />APPROVED <br />VARIANCE <br />REQUEST FROM <br />PATRICK H.
