MINUTES <br />PLANNING COMMISSION MEETING <br />PAGE 2 <br />• variances: <br />(1) Chairman 5tefanson moved approval of a six inch setback along <br />the east and west end of the building with the condition that snow <br />removal be the responsibility of the developer. Member Olson <br />seconded the motion and upon a vote being taken was approved <br />unanimously. <br />(2) Member 1Va11in moved, seconded <br />spaces be designated to be eight feet Mn~widthland 18 feetpinking <br />length with the condition that the loading and unloads <br />limited to the intensity of Paragraph 9 on Pa e ~ use be <br />of the Developer dated September 4 g 5 of the Report <br />1984. Motion carried unanimously. <br />(3) Member Olson moved, seconded by Member Wallin, that a variance be <br />granted along the street right-of-way of Crawford and Larpenteur with <br />the condition that screening be provided on Crawford and on L ent <br />as permitted by the County. Motion carried unanimously. ~ eur <br />(!t) Member Mead moved to allow parksng to be within eight feet of the <br />budding on the west side, five feet of the builds <br />portion of the south side (notice thatthere is only onetcustomer~e <br />entrance to the :9u11seye store space), and within seven feet of the <br />building on the east side <br />otherwise open onto the sidewalk' again, there are no doors that would <br />P ng as provided <br />far in`-'the landscape plan of the)revised~preliminary sites lan be <br />provided for. Motion was seconded by Member Trent-Sullivan. Upon a vote <br />being taken, the motion carried unanimously. <br />Member Wallin moved submstting an adviso <br />indicating that that part of the Zoning dinance its Sectionty Council <br />Subdivision 2(w) pertasning to wholesale distribution, wholesale0sales <br />office and showrooms is somewhat unclear to the Planning Commission <br />in sts sntention ae to whether or not st restricts the developers use of <br />the premises as it has been described that the Planning Commission with <br />.that in mind is satssfied that appropriate restrictions are already in <br />place so that if such a conditional use is required that the planning <br />Commission would be in favor of it. Harold Nilsen seconded the motion. <br />Motion carried unanimously. <br />A ten minute recess was taken. <br />Meanber Gi'ittner expressed his concernregarding the construction of the <br />Bullseye Plaza building in phases and after considerable discussion, <br />Member Wallin moved an advisory opinion to the City Council that. it is <br />the intent of the Planning Commission that the variances granted to <br />Bullseye, Inc. are personaY to the developer and this specific planned <br />development and it is not the sntent of the Planning Commission for <br />the variances to run with the land or to any subsequent purchaser of <br />the land; and it is also the intent of <br />the variances the Planning Commission that <br />granted ara conditioned upon the completion of the entire <br />pro3ect even though it may be built in two stages due to the difficulty <br />with the F,l,ameburger and its lease, The planning Commission recommends <br />tO the City Council that their approval of the pro3ect have appropriate <br />conditions so that Phase :II of the development be undertaken within a <br />reasonable. time for .completion after the expiration of the Flameburger <br />lease.
