MINUTES <br />PLANNING COMMISSION <br />• FEBRUARY 3, 1986 <br />PAGE 2 <br />Finegan moved, seconded by Boche, approval of the conditional use permit CONDITIONAL <br />and recommended the following points to the City Council. USE <br />APPROVED <br />(1) The sidewalk as proposed should not be less than three WITH <br />feet from the property line, RECOMMEND- <br />.. ATIONS TO <br />(2) Signage should be in conformance with R-1 zoning, CITY COUNCIL <br />(3) No employees be permitted on this business activity, <br />(4) Driveway should be widened to accommodate one extra car <br />width, and <br />(5) Conditional use have a four year limitation. <br />Daykin did not approve of the concept in a residential neighborhood and DAYKIN <br />questioned what control the city would have in the case of increased patient <br />load. <br />Black approved of the motion as he felt the City could deal with the issues BLACK <br />involved, the type of structure and the location is not inappropriate <br />as long as recommendations made are met. <br /> <br />~ <br />' ~ Trent-Sullivan asked Mrs. Phillips if she had any additional objections to TRENT- <br />I which she replied that if approved the City could not prevent other businesses SULLIVAN <br />of this nature on Arona and she would like to see the residential area kept <br />residential. <br />Councilmember Hard. advised that the conditional use runs with the land not HARD <br />with the owner of the property as it must be registered with Ramsey County. <br />Time limits can be placed on conditional uses. <br />Dorothy Grittner, 1718 Arona, objected to the extra traffic that will be DOROTHY <br />generated, questioned the emergency aspect--can an emergency situation be GRITTNER <br />handled at that location, and drug security. 1718 ARONA <br />Boche questioned why Dr. Murray had not requested the conditional use for <br />herself and why she had not appeared to answer questions. He requested that BOCHE <br />she be in attendance at any future meetings on the conditional use. <br />Upon a vote being taken, the following voted in favor thereof: Boche, <br />Finegan, Black, and Mead, and the following voted against the same: <br />Duncan, Trent-Sullivan and Daykin. Motion carried. <br />The Planning Commission discussed and reviewed the January 17th letter from CITY <br />C. John Uban. Members found the language poorly written. Finegan requested, PLANNER <br />and the other Planning Commission members concurred, that the Planner be REQUESTED TO <br />in attendance at the next meeting to answer questions. The information was ATTEND NEXT <br />then tabled u ntil that meeting. MEETING <br />• <br />
