• <br />• <br /> <br />MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />MARCH 3, 1986 <br />Black, Duncan, Northrup, Grittner, Daykin, Trent-Sullivan and Finegan. <br />Also present was Council Liaison Hard. <br />Mead and Boche. <br />Duncan moved, seconded by Trent-Sullivan, to approve the February 3, 1986 <br />Minutes as presented. Motion carried unanimously. <br />Grittner expressed concern about the Planning Commission making decisions <br />not knowing all the legalities contained in the code and based upon lack <br />of knowledge. Questioned whether an opportunity should be made available <br />at a future meeting for the Planning Commission to familiarize themselves <br />with the code although it would be hard to anticipate every situation they <br />could be confronted with. Members felt the comments were well taken and <br />such a meeting should be scheduled. <br />John Uban reviewed the Snelling/Larpenteur development as it related to <br />parking and why the need to review the parking ratios arose. New <br />restaurants seem to create a need for more parking as the common space <br />should be considered in determining parking needs. He explained how he <br />arrived at the recommended parking ratios. Uban also addressed the drive- <br />in. and delivery restaurant parking needs. Shared parking also needs to be <br />a consideration. After a thorough discussion, Finegan moved approval of <br />the proposed ordinance relating to off street parking and loading contained <br />in Section 9-13.04, Subd. 6 of the Code of the City of Falcon Heights with <br />a recommendation that the language be changed to read: "Off-street parking <br />spaces required (one (1) space equals three hundred (300) square feet)...." <br />Duncan seconded the motion and the motion was approved unanimously. <br />Duncan moved, seconded by Grittner that Item ~1~11 contained in Section 9-13.04, <br />Subd. 6 of the Code of the City of Falcon Heights be approved. Motion carried. <br />unanimously. (The two paragraphs contained therein should be combined.) <br />Finegan moved, seconded by Grittner, that Item ~~16 contained in Section 9-13.04, <br />Subd. 6 of the Code of the City of Falcon Heights be approved. Motion carried <br />unanimously. <br />Duncan moved, seconded by Daykin, that Item 428 contained in Section 9-13.04, <br />Subd. 6 of the Code of the City of Falcon Heights be approved. Motion carried <br />unanimously. Definition of food delivery restaurant should be added to the <br />section of the code addressing definitions. <br />PRESENT <br />ABSENT <br />2/3/86 <br />MINUTES <br />APPROVED <br />ZONING <br />AMENDMENT S <br />APPROVED <br />Finegan moved, secondnd by Northrop, that action be deferred on Item ~~29 contained <br />in Section 9-13.04; Subd. 6 of bhe Code of the City of Falcon~Heights until <br />further clarification is provided. A request was made of John Uban to review <br />the issue. Motion carried unanimously. <br />
