• <br />MINUTES <br />PLANNING COMMISSION REGULAR MEETING <br />MAY•3, 1988 <br />Chairman Black called the meeting to order at 7:30 P.M. <br />Black, Boche, Carroll, Daykin, Finegan, Barry, Duncan and Grittner. Also present <br />was Council Liaison Wallin. PRESENT <br />Nestingen. <br />Duncan moved approval of the April 4, 1988 Planning Commission Minutes as <br />presented. The motion was seconded by Barry and approved unanimously. <br />Richard Johnson, 1815 Tatum, requested an accessory. use hermit to construct a <br />shed. The proposed shed is 10x12 in size, placed on a concrete base with <br />siding to match existing garage. After a short discussion, Boche moved, <br />seconded by Daykin, approval of the accessory use request. Motion carried <br />unanimously. <br />ABSENT <br />4/4/88 <br />MINUTES <br />APPROVED <br />utility <br />RICHARD <br />JOHNSON, <br />Z 815 TATUM, <br />ACCESSORY US. <br />APPROVED <br />Peter Olin, 1958 Summer, requested a variance to construct an addition on his <br />• home one and one-half feet beyond the setback Iine. Due to the configuration PETER OLIN, <br />of the rooms in the home, the best location for the addition is as proposed 1958 SUMMER, <br />which will increase in size the master bedroom, add another bedroom and bath. VARIANCE <br />Discussion arose on the size of the lot and the criteria which must be examined REQUEST <br />before a variance is granted. The invasion/encroachment in the setback is very APPROVED <br />small and the remodeling in that area of the home will cause the least amount <br />of invasion into the neighborhood. <br />Barry then moved, seconded by Boche, approval of the variance request for the <br />following reasons: (1) the lot size is unique and unusual, (2) owner appears <br />to have attempted to minimize the encroachment into the setback, (3) addition <br />will not significantly impair Zight and air, and (4) preserves the rights of <br />the property owner for the best use of his square footage. Motion carried <br />unanimously. <br />James A. Frisell, 1953 Summer Street, requested a variance to expand his garage JA17ES A. <br />ten feet into the 30 foot setback. He presently has a single car garage and FRISELL, <br />wants to be able to park both his cars in a garage. He will also expand the 1953 SUMAlER, <br />width of his driveway at the entry to the garage but will keep the width as it VARIANCE <br />presently exists at the street entrance. He will have to remove .one tree but REQUEST <br />advised that the present hedge will block the encroachment as seen from the APPROVED <br />street. <br />Finegan moved, seconded by Duncan, approval of the variance request for the <br />following reasons: (1) unique shape of the Iot and placement of the house on <br />• such lot, and (2) it would create a hardship on the owner not to grant the <br />variance when compared to other homes in the area. Motion approved unanimously. <br />Barry moved, seconded by Boche, approval of revised wording to clarify section REVISION TO <br />9-2.02, Subd. 2, as amended (add the words "the alteration" after the word "and" ZONING CODE <br />and before the 'word "shall" in•the last sentence).
