• MIPdUTES <br />SPECIAL MEETING OF FALCON HEIGHTS <br />PLANNING COP'INII S S ION <br />AUGUST 22, 1988 <br />Chairman Black called the meeting to order at 7:30 P.M. <br />Black, Barry, Daykin, Carroll, Grittner, Finegan and Plestingen. Also PRESENT <br />present was Council Liaison Wallin, anal Planner Malloy. <br />Duncan and Boche. ABSENT <br />Black reviewed the meeting procedures, conditional use request from CONDITIONAL <br />Chico Ferdowsi, (Neon Alley), 1550 []est Larpenteur Avenue, and requested USE PERMIT, <br />clarification in fire codes from Fire PZarshal Iverson. PZr. Iverson CHICO <br />reviewed his August 19, 1988 letter (a copy of which is on file in the FERDOWSI, <br />office of the Administrator) which indicated that the proposed business NEON ALLEY, <br />is a change of occupancy which does not meet the current building code. 1550 WEST <br />He reviewed in detail the interpretation of the current building code LARPENTEUR <br />and how the building could be remodeled.' <br />Chico Ferdowsi, Neon Alley, 1550 West Larpenteur, informed the Planning CHICO <br />Commission that he intended to increase his rental space to 2,300 square FERDOWSI <br />• feet, have a maximum of 15 pool tables, reviewed his reasons f.or requesting <br />the hours of operation and indicated he was willing to work with the <br />neighborhood and cooperate in any way he can. <br />Mohsen Mirzai, business partner in the Neon Alley, advised that the business MOHSEN <br />will not be a dark/dingy pool hall but will be a different pool hall concept-- MIRZAI <br />a meeting place for the neighborhood. It will have a clean/safe concept; <br />it will be closely monitored with close circuit televisions; it will have <br />on-premises security guards. There will be chess and backgammon tables for <br />those who wish other entertainment other than pool along with approximately <br />five arcade games. Neon lighting will adorn the walls, which: will be for <br />sale. <br />Daniel Kordiak, Building rianager, advised that they will be gutting the DANIEL <br />second floor down to the concrete outside walls and would be willing to KORDIAK <br />install whatever is necessary to meet fire and uniform building codes. <br />Mirzai indicated that in creating the new image they will be attracting all <br />age groups During the day they hope to attract retired persons, 16-20 MIRZAI <br />year olds during early evening hours with the older age group attracted in <br />the evening. He supports being drug free and no drinking. This is his <br />first entry into this type of business but did review his involvement in <br />a Wool hall establishment in his own neighborhood. <br />Richard and Jan Talbot, 1530 West Idaho, reviewed several problems they RICHARD & <br />encountered when a previous business of this type was located in the area. JEAN TALBOT <br />. They included: loitering, high intensity lighting in the parking lot 1530 WEST <br />infringing into his home, problems with hours of operation and clientele, IDAHO <br />noise, obsenities in the parking lot and security fears. He requested <br />specific conditions be placed on the approval of the conditional use request <br />to alleviate some of these problems. <br />
