• <br />• <br />• <br />SPECIAL PLANNING COMMISSION MEETING <br />AUGUST 22, 1988 <br />PAGE 2 <br />Susan McAllister, 1513 GTest California, indicated that that the proposed <br />business would be a meeting place for young people, which previously caused <br />all the problems, was concerned with traffic, parking, noise, trash, <br />deterioration of the neighborhood, extra police protection being needed <br />(which will have to be paid for by taxpayers), drug influence and when <br />a petition was circulated in the neighbo~'hood opposing such business it <br />showed almost 100% opposition. <br />SUSAN <br />MC ALLISTER, <br />1513 WEST <br />CALIFORNIA <br />Lorelei Fritsche, 1512 Glest California, commented that the previous referred LORELEI <br />to items were no exaggeration. She is specifically concerned with safety FRITSCHE, <br />for the neighborhood. Several times she called the police when she 1512 WEST <br />encountered problems so she would like a stipulation on the use of the CALIFORNIA <br />back parking lot. <br />Ed Sarnoski, 1507 West California, requested more consistency with the ED <br />value of the neighborhood--wants to be assured that there is no drug SARNO, <br />abuse and a no open bottle policy, have the hours of operation limited, 1507 WEST <br />security guards patrolling the inside and supervise the back parking lot CALIFORNIA <br />after dark, and insure that the neighborhood will have additional input <br />during a review .process to determine whether conditions have or have not <br />been met. <br />After further discussion, Finegan moved, seconded by Pdestingen, approval CONDITIONAL <br />of the conditional use permit with the following recommendations to the USE <br />City Co uncil: APPROVED <br /> WITH <br />1. Require uniformed security guard from 10:00 P.M. until close. RECOMMEND- <br />2. Maximum hours of operation: 9:00 A.M. until 12:00 Midnight ATIONS <br /> Weekdays, and from 9:00 A.M. until 1:00 A.M. Friday and <br /> Saturday. <br />3. Require posted restrictions to use front and side lot parking <br /> lots as well as a non-entrance back door from outside after <br /> 8:00 P.M. <br />4. First review period be six months, next review period at one <br /> year with additional review periods set as needed. <br />5. Conditional use shall be granted to the applicant. <br />6. Require the present level of ,illumination in the rear parking <br /> lot be maintained. <br />7. No alcohol including 3/2 beer or wine shall be sold or <br /> consumed on the premises and no use of any controlled substances <br /> without a prescription shall be allowed. <br />8. Approval of conditional use permit is predicated upon approval <br /> by Fire Marshal and Building Inspector <br />9. Signs must follow city ordinances. <br />Upon a vote being taken, the conditional use permit was approved unanimously. <br />Barry moved, seconded by Black to adjourn the meeting at 10:16 P.P4. notion ADJOURNMENT <br />carried unanimously. <br />
