MINUTES <br />SPECIAL PLANNING COMMISSION MEETING <br />. JANUARY 23, 1989 <br />Chairman Black called the meeting to order at 7:35 P.M. <br />Black, Daykin, Boche, Barry, Grittner, Finegan, Duncan, <br />Nestingen and Carroll. Also present was Council Liaison <br />Wallin, Planners Uban and Malloy. <br />None. <br />Duncan moved, seconded by Barry, to approve the January <br />9, 1989 Minutes as presented. Motion carried unanimous]_y. <br />Black opened the public hearing at 7:45 P.M. and advised <br />that notice had been published in the Falcon Heights Focus <br />on Wednesday, January 11, 1989 and mailed notice had been <br />sent to property owners living within 350 feet of the proposed <br />business. <br />PRESENT <br />ABSEMT <br />1/9/89 <br />MINUTES <br />APPROVED <br />PUBLIC <br />HEARING - <br />CONDITIONAL <br />USE REQUEST <br />JOE & JOHN <br />Joe Sacco requested a conditional use to install an indoor SACCO TO <br />amusement center which would be family ow ned and operated INSTALL AN <br />in approximately 2,000 square feet in the Northome Shopping INDOOR GAME <br />Center. They are suggesting installation of 25 amusement ARCADE <br />devices and up to five pool tables in an upbeat atmosphere <br />geared to clientele from ages 12 to 20. The will have posted <br />• rules and regulations, provide security if proved needed, <br />wi]_1 follow curfew regu]ations as set by code, will have <br />only one entrance from the front with the entrance from <br />the back to be emergency only, will have a well-lit establishment <br />and allow no drinking or drug use. <br />James Sacco advised that he is the daytime manager of the <br />Hoggsbreath Bar located on Rice Street in Little Canada. JAMES <br />He has been in this position for five years. SACCO <br />Barry questioned whether there will be enough parking in BARRY/ <br />the front for their customers, how many people will be on SACCO <br />duty, and how they will handle customers drinking and using <br />drugs. Sacco replied that there is adequate parking in <br />the front and along side the building as we ]_1 as the fact <br />that some of their clientele will not be driving so the <br />shopping center owner may install bike racks, enough adults <br />will. be on duty to monitor the business and the authorities <br />will be notified if drinking or use of drugs occurs. <br />The noise issue arose from how loud the juke boxes will SACCO <br />be played.
