MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />APRIL 3, 1989 <br />PAGE 2 <br />Daykin stated that a staff member should attend each meeting. DAYKIN <br />A written recommendation could also be presented but this staff <br />member could then field questions if they were in attendance. <br />Black advised that. he had discussed the issue prior to this BLACK <br />meeting with the City Administrator who indicated it was not <br />possible for her to attend Planning Commission meetings since <br />she already had to attend Council meetings. <br />Boche stated he was not adverse to written recommendations. BOCHE <br />If a complex issue arose, the City Administrator could then <br />attend. <br />Carro]_1 was of the opinion that the staff could work out the CARROLL <br />how. However, she would like to forma]ly request that the Planning <br />Commission be asked in advance as to what kind of assistance <br />it would like. The Planning Commission shou]_d specify the what. <br />Duncan agreed that in certain cases the Planning Commission <br />should have the City Administrator's input as to the background <br />information and possibly a recommendation but it most instances <br />the Commission should be making its own decisions. The City <br />Administrator may not be the person with the best expertise <br />~in a certain area. <br />DUNCAN <br />Finegan stated that the Planning Commission has the final responsibility <br />for a decision--the facts should be provided and recommendation FINEGAN <br />made. <br />After further discussion, Carroll moved, seconded by Boche, <br />that the Planning Commission would like to formally request <br />additional staff support to be the responsibility of the City <br />Adminnistrator. The determination of how this would be provided <br />is to be the responsibility of the City Administrator and the <br />determination of what is to be provided is the responsibility <br />of the City Administrator and the Chair of the Planning Commission. <br />Motion carried unanimously. <br />The parking issue was then discussed and the Planning Commission <br />agreed that the best way to proceed would be to appoint a Committee <br />to study the issue. Some possible items to consider would be: <br />research the issues in the past two years that have triggered <br />the need for these special parking needs; frame the policies <br />which underlay the issue; makes policy guidelines for Planning <br />Commission acceptance; and then formulate recommendations. <br />Carroll, Black, Finegan and Barry voluntereed to be members <br />of this Committee.
