• MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />May 1, 1989 <br />Chairman Black called the meeting to order at 7:30 P.M. <br />Black, Barry, Boche, Duncan, Finegan, Grittner and Nestingen. PRESENT <br />Also present was Council Liaison Wallin, Mayor Baldwin, <br />Administrator Wiessner, Planner Malloy and Intern Carlson. <br />Carroll and Daykin. ABSENT <br />Duncan moved, seconded by Finegan, to approve the April <br />3, 1989, Planning Commission Minutes as presented. Motion 4/3/89 <br />carried unanimously. MINUTES <br /> APPROVED <br />Administrator Wiessner reviewed background information on <br />the Bullseye Shopping Center parking variance and their <br />present request to amend such variance. She recommended PARKING <br />approval contingent upon three conditions: (1) a written VARIANCE <br />supplemental parking agreement, (2) annual review of parking BULLSEYE <br />variance and (3) a restaurant space limit. Discussions GOLF <br />then ensued on whether the amendment of the parking variance <br />should be tied to the amendment of the conditional use permit, <br />• the use of the basement storage area by the golf-o-mat machines, <br />how the annual review would be done anal by whom and what WIESSNER <br />means the city could use if the parking variance were violated. <br />After such discussion, Boche moved, seconded by Finegan, <br />approval of amendment to the parking variance contingent VARIANCE <br />upon the following conditions: APPROVED <br />(1) Use Square Feet Parking Req.* #Spaces <br />Storage/ <br />Warehouse 12,194 1/100 s.f. 13 <br />Retail 21,948 4.5/1000 s.f. 99 <br />TOTAL 34,242 <br />*The basement area would be used as storage/warehouse <br />space. (A reconsideration of the conditional <br />use permit for the Golf-O-Mat operation has been <br />requested.) <br />(2) Retail <br />retail <br />15~ of <br />feet. <br />• operat <br />not as <br />space is defined to include traditional <br />uses, and restaurant useage shall not exceed <br />the total retail space or 3,292 square <br />Use of space as take-out or non-sit down <br />ions will be considered as retail space, <br />restaurant space. <br />
