• <br />MINUTES <br />REGULAR PLANNING <br />MAY 1, 1989 <br />PAGE 2 <br />COMMISSION MEETING <br />(3) A parking budget of existing tenants of the shopping <br />center will be submitted to the City of Falcon <br />Heights annually for review by Administrator to <br />determine compliance with the variance. <br />• <br />(4) There shall be a written parking agreement in <br />place. PUBLIC <br />HEARING <br />Chairman Black opened the public hearing and advised that CODE <br />the hearing notice had been published in the April 19 Roseville/Falcon <br />Heights Focus. AMENDMENTS <br />Tip Malloy reviewed his April 13, 1989 memorandum regarding <br />updated revisions to residential setbacks as well as proposed MALLOY <br />code amendment recommendations. <br />Howard Christensen, 1452 West California, supported a change <br />in the city code. He was of the opinion that if younger <br />families are not allowed to build on additions, they will <br />not consider purchasing homes in this city and there will <br />be a lot of empty homes. He also felt there should be room <br />for expansion on corner lots. Home values will decrease <br />if additions are not allowed. <br />Mayor Baldwin referred to his April 18 memorandum. The <br />present code violates the intent of p]_anning ordinances. <br />The city should be concerned about maintaining values of <br />residential property and by continuing to impose unfair <br />standards violates resident's rights to maintain a good <br />quality of life. He was in favor of the code amendments. <br />Chairman Black closed the public hearing at 9:12 P.M. <br />Finegan moved, seconded by Grittner, to approve amendments <br />to the .city code in Section 9-2.02. Upon a vote being taken, <br />the following voted in favor thereof: Black, Barry, Boche, <br />Finegan, Grittner and Nestingen, and the following voted <br />against the same: Duncan. Motion carried. <br />Nestingen moved, seconded by Barry, approval of amendments <br />to the city code in Sections 9-2.04 and 9-2.05. Motion <br />carried unanimously. <br />As a result of the Planning Commission approving the above <br />code amendments, Mrs. Elizabeth Murphy, 1456 West California, <br />will not need a variance for an addition to her home. <br />• Bullseye Golf requested an amendment to their conditional <br />use permit. Administrator Wiessner advised that problems <br />encountered by adjacent property owners by having patrons <br />of the golf-o-mat machines using the rear (north) lot has <br />resulted in such an amendment request. After a discussion, <br />Barry moved, seconded by Nestingen, amendment of the conditional <br />use permit for Bullseye Golf with the fo]lowing conditions: <br />HOWARD <br />CHRISTENSEN, <br />1452 WEST <br />CALIFORNIA <br />BALDWIN <br />HEARING <br />CLOSED <br />CODE <br />AMENDMENTS <br />9-2.02 <br />APPROVED <br />CODE AMEND. <br />9-2.04/.05 <br />APPROVED <br />ELIZABETH <br />MURPHY <br />VARIANCE NOT <br />NEEDED <br />CONDITIONAL <br />USE PERMIT <br />AMENDMENT <br />REQUESTED <br />APPROVED <br />
