BARNES <br />On June 12, 1975, I happened to be introduced to Mr. Rees and he suggested <br />we have lunch together. During this luncheon, we discussed the Business- <br />men's proposal for upgrading Larpenteur and Snelling Avenues' business <br />district. On June 13, 1975, he wrote me a letter confirming our meeting <br />and, likewise, sent me a Dopy of a lettor he mail©d to rIr. A. C. Godsxard <br />of Minneapolis, ~aho is either a plannflr or aril engin©nr for I~Ir. R~aos, as <br />well as a close friend, and he suggested he gloat with mo. As of this date, <br />we have not consulted each other. <br />Mr. Rees enclosed a copy of his proposal as to what he would do if certain <br />conditions ware met. He .fe©ls the City shou7_d condemn the residential <br />property bohind Flower City for a parking lot. (I do not agree. .This <br />should be acquired by the commercial property owner, if at all.) He feels <br />if the residential area was converted to a parkit~ lot, they would give up <br />the front parking a1ot~ Larpenteur Avenue. <br />Mr. Rees also suggested a hedge 10 feet wide be planted along the south <br />side of Crawford and that there be trees planted and a new sidewalk area <br />along Larpenteur Avenuo. These conditions would only be agreed upon if <br />the owners on the northwest and southeast coy°ne•rs would do likewise. <br />He feels if the parlcing lot is acquired by condemnation, it should be <br />assessed against the whole Improved Business District. He further states <br />that the cost to install and maintain the buffer plantings, sid®t~ralks, <br />etc., would be added to the tax rolls as a nowly Croat®d assassr~ent dis- <br />trict. <br />Mr. Rees states also that if these improvements were to be made, he would <br />be willing to do a comparable rcioderni7.ing of his block of buildings. <br />el <br />Sincerely, <br />~ -~ <br />~~ , <br />D€~wan B.
