A regular meeting of the Falcon Heights City Council was .called to order by Mayor Warkentien at 7:00 p.m. Mayor Warkentien, Councilmen Black, Ecklund, Steele, and PRESENT Labalestra. Also present were Clerk-Administrator Barnes and Attorney Ken®fick. None. ABSENT Moved by Councilman Labalestra, seconded by Councilman Ecklund APPROVAL OF to approve the Minutes of the regular meeting of December 29, MINUTES: 1975, as corrected. Upon a vote being taken, the following voted DECENIDER 29, "aye": Mayor Tr+arkentien, Councilmen Black, Ecklund, Steele, and 1975 Labalestra, and the following voted "nay": None. Motion carried. Moved by Councilman Steele, seconded by Councilman Black to APPROVAL OF approve the Minutes of the regular meeting of January 8, 1976, MINUTES: as corrected. Upon a vote b®ing taken, the following voted "aye": JANUARY 8, Mayor Warkentien, Councilmen 131ack, Steele, and Labalestra, and 1976 the following abstained: Councilman Ecklund. Motion carried. George Plant, Chairman of the Falcon Heights Planning Commission, DISCUSSION: was present to discuss the functions of the commission. .FUNCTIONS OF PLANNING Mr. Plant said the Planning Commission felt that the proposed C02~A'IISSION Businessmen's Plan for the rezoning of Larpenteur Avenue should not be termed "rezoning", but be termed a "concept". The Plan- ning Commission also was of the opinion that Falcon Heights did not ne®d more businesses on Larpenteur between Hemline and Cleve- land Avenues at the present time. Councilman Steele stated he felt the Commission should present more facts for their recom~aAndations to Council so that the Council would be better informed on issues brought before thew. Mr. Plant suggested that pertinent details relating to raqu®sts that come before the Commission be submitted to the members before the night of their meetings, in order that they may become :Wore familiar with these requests. Councilman Ecklund said he felt requests should be investigated thoroughly by the Commission before they wore presented to the Council. Attorney Kenefick noted that the Clerk-Administrator could refer items to the Planning Commission without going to the Council for their review first.
