STAR OF <br />I THE NORTN <br />k~ <br />V THE MINNESOTA MUTUAL LIFE INSURANCE COMPANY <br />Victory Square Saint Paul 1, Minnesota <br />December 8, 1961 <br />TO THE PLANKING COMMISSION: <br />The official public hearing on the proposed ordinance and zoning map was <br />held last night. Because of several questions that arose, the formal <br />hearing has been extended to Thursday, December 21. In the meantime, the <br />Planning Commission should review the proposals made so that we can submit <br />a final recommendation to the Council. If it is possible to assemble a <br />quorum,I would like to call a meeting for Thursday evening, December I9 at <br />7:30 in the Village Hall. If you cannot attend, please let me know. <br />The items questioned or the new proposals which were presented include the <br />following: <br />1. The University strongly recommended the zoning of all of their <br />property as public institutional. They said that the suggestion <br />that the corner of Cleveland and Larpenteur be a business district <br />and that the zone north of that be R 3 was never seriously considered. <br />It appeared that there was some lack of communications between the <br />main campus and the farm campus on University plans in the village. <br />2. The property owners on Fairview just north of the proposed R 3 <br />district objected the extension of that R 3 district as was <br />tentatively agreed upon after the previous public hearing. As a <br />compromise, it was suggested that the R 3 district be extended <br />north to the greenhouse but to the east only as far as the hack <br />property line of the present platted lots. <br />3. The property owners on Larpenteur between Tatum and Fairview and <br />immediately west of Tatum submitted a petition for rezoning of all <br />the property in that area as B 2--the boundary line to run as far <br />north as the B 2 zoning on Snelling west of Larpenteur. This <br />petition will be referred to the Planning Commission by the Council <br />at its regular meeting on December 14. <br />L,,. A representative of the Petroleum Industry submitted a number of <br />questions relating to the regulation of oil stations. These <br />recommendations will he resubmitted to us in the form of a letter <br />and should he considered before final action is taken on the ordinance. <br />5. It was suggested that the provisions of the ordinance he modified so <br />that building permits in R 3 districts as well as those in all ~ <br />districts be submitted to the Council for approval. <br />
