r <br />_r <br />Village Council May 28, 1970 <br />Falcon Heights, Minn. 55113 <br />Re: File No. 6044 <br />vehicle cannot exit onto Hamline Avenue through this ramp without blocking lanes, <br />causing a problem with traffic turning onto Hamline from Larpenteur and also <br />missing the signal detectors on Hamline. This is a serious point of potential <br />vehicle conflict and could cause a serious accident. At times of heavy usage the <br />traffic could possibly be cuased to back up onto both streets. Although the <br />plans submitted show .a number of vehicles in proposed stocking places if the station <br />area were filled as shown no traffic could move since gas pumps, parking spaces, <br />etc. would be blocked. <br />If the permit was approved we would recommend closing the north ramp on Hamline <br />and requiring very strict turning monuments controlled by signs on the other two <br />ramps. <br />Random traffic counts were made on east bound and west bound lanes on Larpenteur <br />and on both the north bound and south bound lanes on Hamline. These wer simply. <br />random counts taken with an hourly recording counter. The counts were not related <br />to any traffic survey to obtain yearly average daily traffic (ADT) but were rather <br />to obtain some information on a random day for study purposes. The tapes from <br />these counts are available in our office. The average traffic on the east bound <br />lane of Larpenteur for the two days counted in May was 10,176 vehicles per day. <br />Average west bound on Larpenteur taken in the same manner was 7,249 vehicles per <br />day, however, this was taken on a Saturday and Sunday whereas the eastbound counts <br />were on a Thursday and Friday. The average count of two days on the southbound <br />lane of Hamline was 2,908 vehicles per day. Because of vandalism the traffic count <br />on the northbound lane was ruined. Additional counts will be taken if so desired. <br />On the particl count obtained it appeared that there were between 100 and 150 <br />vehicles per hour during the daytime period with a peak of .386 vehicles per hour <br />shown at 5:00 P.M. <br />In reviewing the preceding figures it is felt that the additional traffic generated <br />by the proposed facility could only be a detriment to the traffic now contained on <br />the streets since every vehicle entering or leaving would cause a slowup in the <br />traffic pattern and thus delay or reduce the number of vehicles passing through <br />the signalized intersection during each signal cycle. <br />The preceding information is given at the request of the Village Council based on <br />our studies and review. Study should be made by the Village Planner. It is our <br />opinion that the proposed facility would cause difficulties in the present street <br />traffic pattern. The fence could cause difficulties along the alley. Although <br />set-backs and other features are within limits shown in the ordinance it is felt <br />that this facility if .approved would prove detrimental both because of traffic <br />problems and because of the close proximity to R-1 residential property. <br />Yours very truly, <br />BO STR00, ROSE ANDE ~ & ASSOCIATES, INC. <br />radf A.
