Village Council <br />Village of Falcon Heights <br />St. Paul, Minnesota 55113 <br />Re: File No. 604 <br />November 2, 1972 <br />5. The ordinance calls for a side yard setback of 10' or 1/2 the <br />height of building, whichever is greater therefore side yard <br />required in this case is 13' S~". This plan shows a side yard <br />setback of 13'-6" for the apartment building, however the garages <br />are shown with only a 5' setback therefore this would require a <br />conditional or special use permit. <br />6. The ordinance requires 1.5 parking spaces per unit therefore 26 <br />spaces are required. The site plan shows 5 garages and 21 open <br />spaces. Several of the spaces shown are quite small (just within <br />ordinance) and with the new cars with extended bumpers these spaces <br />may now be too small. In addition several of the spaces shown are <br />difficult to reach and also six spaces are parallel parking adjacent <br />to the driveway. In the winter snow removal will be a problem since <br />no space is left on the entire lot for storage. <br />7. The ordinance calls for a maximum driveway width at sidewalk line of <br />24'. The plan shows 26'. <br />The plat plan submitted is inadequate. The following items are not shown: <br />1. Elevations -both existing and proposed <br />2. Provisions for surface drainage <br />3. Landscaping and planting <br />4. Sidewalks, sidewalk widths, etc. <br />5. Existing features to remain such as street and <br />sidewalk on the north. <br />Because of surface water drainage problems in this area it is quite important <br />that adequate planning for this be considered. <br />Adjacent structures should be shown to determine the affect on neighboring <br />property. ' <br />The layout as presented leaves no space for snow removal and storage, therefore <br />in the winter the parking lot would decrease in size and force residents to park <br />elsewhere. Parking on Larpenteur Avenue is discouraged. <br />Almost 507. of the spaces shown are small. Experience has Shawn that people tend <br />to park in the garage only in bad weather. Other times they park in someone <br />elses parking spot thus decreasing the capacity of the parking lot. <br />Many apartment buildings being built today provide means of plugging in automo- <br />~bile engine heaters. This would be quite difficult in this case. <br />Parallel parking on the west side would be undesirable to the neighboring proper- <br />ty because of aesthetic reasons. <br />Page 2. <br />
