Grover <br />We have reviewed the above subject plans as requested by the Village Council at <br />the regular meeting of Thursday, May 14, 1970. Although we were not reviewing <br />this plan as the Building Inspector several items were apparent that are mention- <br />ed below that should be carefully considered by the necessary reviewing bodies <br />of the Village. Although the Village has not adopted the Uniform Building Code <br />several items were checked against said code since it is felt that the present <br />Village Building Code is quite deficient at this time. Those items to which this <br />applies are separated below. <br />The first thing that was noted is that. the plans were not designed or drawn by a <br />registered architect or engineer. Chapter 326.02 of the 1967 Minnesota Statutes <br />requires that for. the health, safety and welfare of the public a building such <br />as this must be designed by a registered professional architect. <br />The plat plan submitted is very inadequate -contour. The following items are <br />not shown: <br />L Elevations - both existing and proposed <br />2. Provisions for surface drainage <br />3. Landscaping and planting <br />4. Sidewalks, sidewalk widths, etc. <br />5. Existing features to remain such as street and sidewalk on the <br />north <br />Because of surface water drainage problems in this area it is quite important that <br />adequate planning for this be considered. <br />Adjacent structures should be shown to determine the affect-on neighboring proger- <br />ty. <br />The Village ordinance requires l.5 parking spaces be provided for each dwelling <br />unit.. Therefore at least 27 spaces are required, however experience has shown <br />that this is not always adequate. Minimum size by ordinance for a parking space <br />is 9' wide and 20' long.
