Some spaces shown on this plan <br />are for parallel parking. For the average full size car a 24' length is required <br />for ease of parking. <br />The layout as presented leaves no space for snow removal and storage, therefore <br />in the winter the parking lot would decrease in size and force residents to park <br />elsewhere. Parking on Larpenteur Avenue is discouraged. <br />Almost 50~ of the spaces shown are too small. Mr. Jurgenson has indicated that <br />they would like to make the nine spaces on the east garages. Experience again <br />has shown that people tend to park in the garage only in bad weather. Other times <br />they park in someone elses parking spot thus decreasing the capacity of the park- <br />ing lot. <br />Ordinance calls for a land area of 1500 square feet per single bedroom apartment. <br />Therefore by ordinance 27,000 sq. ft. are required. This total area is only <br />25,818 leaving a deficit of 1,182 sq. ft. You will note that there is no area <br />for recreational purposes for the residents. In addition to the building outline <br />shown on the plat plan there are balconies that project out an additional 5 feet <br />on all sides. The roof also projects 5'-6" over all sides of the building. <br />Mang apartment buildings being built today provide means of plugging in automobile <br />engine heaters. This would be quite difficult in this case. <br />Parallel parking on the west side would be undesirable to the neighboring property <br />because of aesthetic reasons. <br />Footings shown for thebuilding are not frost depth footings. It is felt that this <br />is important in our climate... <br />No storage areas are provided for the residents. No laundry room or utility area <br />is provided. No basement is provided. <br />The Uniform Building'Code would require a stairway to the roof, and several other <br />items o£ construction .that are not herein included. <br />It is our opinion that the owner is attempting to crowd too much onto the limited <br />space. available. Facilities. shown on the plans are 'not consistent with the <br />quality, design and aesthetics of the existing adjacent properties.. If approved <br />as shown the project could cause future problems to the Village.. <br />It is recommended that because of the inadequate plan, especially as shown on the. <br />plat plan that this permit not be granted, It appears that a smaller building <br />with less .units could better fit the property and enhance the area. <br />Yours very truly., <br />B NESTR00, ROS`E13E, AND IK & ASSOCIATES, INC. <br />Brad rd A.
