Ms. Susan Hoyt <br /> October 12, 1992 <br /> Page 3 <br /> drafted various internal procedure documents, such as <br /> contract procedures, HRA hearing procedures, and advisory <br /> committee bylaws <br /> represented the Council in several litigated matters <br /> During my time with the Metropolitan Council, I developed <br /> particular expertise in the area of land use law and land use <br /> planning. As a result of this work, the City of Minneapolis <br /> retained me as Special Counsel to review the entire City of <br /> Minneapolis Zoning Code and land use decision- making process. This <br /> entailed working closely with City Council Members, Planning <br /> Department Staff, Public Works Department Staff, Inspections <br /> Department Staff, MCDA Staff, the Planning Commission, the <br /> Committee on Urban Environment and the Heritage Preservation <br /> Commission to attempt to synthesize and evaluate Minneapolis' <br /> enormously complex land use decision making process. The result <br /> of this work was a 225 -page report fully and succinctly evaluating <br /> the strengths and weaknesses of the Minneapolis Zoning Code and <br /> land use decision making process. Based on the report, the City <br /> of Minneapolis has undertaken a total revision of its Zoning Code <br /> and decision making process and has retained me as outside counsel <br /> to advise the City on all legal aspects of this work. <br /> I joined Leonard, Street and Deinard in February 1990. Since <br /> that time, in addition to representing the Hennepin County Regional <br /> Railroad Authority, the Minneapolis Community Development Agency, <br /> Amoco Oil Company, Lundgren Bros. Construction Company, Shiely Sand <br /> and Gravel Corporation, Tower Asphalt, Inc. and others on larger <br /> and more complex matters, I have represented numerous clients in <br /> smaller, land use and governmental related matters. These matters <br /> include: <br /> successfully representing the Crow Wing Environmental <br /> Protection Association to stop the siting of a proposed <br /> golf course development in the Brainerd Lakes area <br /> successfully representing Citizens for Shorewood to stop <br /> a proposed Byerly's grocery store on Highway 7 <br /> successfully representing a citizens' group in Saint <br /> Anthony Village to stop a proposed Walgreen's development <br /> successfully representing a citizens' group opposed to <br /> a lot split along Minnehaha Creek <br />
