V
Ms. Susan Hoyt
October 12, 1992
Page 5
Association, the Board of Directors of Project Environment
Foundation, the American Bar Association, the Minnesota State Bar
Association and the Hennepin County Bar Association, and am
actively involved in the Hennepin County Bar Association Local
Government Law section, Real Property section and Environmental Law
section. Last year, the Local Government Law section ran a program
on alternative dispute resolution "ADR for municipalities. I
am a proponent of using ADR to resolve appropriate municipal
disputes provided the mediation center /facilitator involved has an
economical rate structure. I have personally steered some of my
private clients to ADR centers where I thought the matter was of
a type that it could be resolved more satisfactorily and
economically than through unfacilitated negotiations or litigation.
I value and maintain close, professional working relationships
with numerous government attorneys, including many attorneys in the
Minneapolis City Attorney's office; David Ornstein (Bloomington
City Attorney); Desyl Peterson (Minnetonka City Attorney); Alden
Hofstedt (Coon Rapids City Attorney); the attorneys for all the
metropolitan agencies; many attorneys in the Minnesota Attorney
General's office; and numerous other attorneys who serve as outside
general counsel to municipalities. This enables me to keep
immediately abreast of the local legal community's views on
emerging municipal legal issues.
I hope this letter is responsive to your concerns. Once
again, I want to emphasize our firm's strong interest in
representing the City of Falcon Heights to the very best of our
abilities.
Very truly yours,
LEONARD, STREET AND DEINARD
By Asiexe.4.2
Peter H.
