MINUTES <br /> Solid Waste Commission Meeting <br /> 1 October 1992 <br /> The meeting was called to order by Marty McCleery at 7:05 p.m. <br /> COMMISSION MEMBERS PRESENT: John Brynildson, Michael Haglund, John <br /> Hustad, Laura Kuettel, Marty McCleery, Susan Smith and Sam Jacobs, <br /> council liaison. <br /> COMMISSION MEMBERS ABSENT: Terry Iverson, Nancy Misra, Lyle Wray <br /> and Shirley Chenoweth, staff representative. <br /> APPROVAL OF AGENDA: Laura Kuettel made a motion, John Brynildson <br /> seconded the approval of the agenda. <br /> APPROVAL OF MINUTES: Susan Smith made a motion, Laura Kuettel <br /> seconded the approval of the minutes. <br /> RAMSEY COUNTY SOLID WASTE DIVISION PRESENTATION: Cathi Lyman <br /> Onkka, Dan Donkers and Adelle Edwards were present to discuss <br /> commercial recycling. The county counts on three areas of revenue: <br /> taxation of property, SCORE funds and a Metro Council grant. They <br /> are funded through 1993. They would like to target small <br /> businesses with technical information. Ramsey County is the most <br /> densely populated county and 50% 60% of all refuse generated is <br /> from businesses. The county has mailed the Resourceful Waste <br /> Management guide to all businesses (list purchased from USWest), <br /> they have posters to be used at worksites, have placed ads (since <br /> January) in the business sections of newspapers and there is a <br /> video available through the office of Waste Management. Other <br /> items in progress are the development of a case study of Ramsey <br /> County businesses, working with advisory committees, building <br /> associations and building owners throughout the county. John <br /> Hustad asked if businesses are expected to implement recycling <br /> programs for the good of society or for economical reasons. Lyman <br /> Onkka explained that recycling costs money but the county's <br /> approach, in working with a business, is the reduction of refuse in <br /> the first place. <br /> The commission would like the county to approach Falcon Heights <br /> businesses directly. Lyman -Onkka has our survey. Shirley <br /> Chenoweth will provide the county with zoning ordinances and will <br /> receive timely reports from the county and relay them to the <br /> commission. <br /> Following a discussion regarding the advantages /disadvantages of <br /> integrated hauling, the following resolution was drafted <br /> recommending remaining with sole source recycling: <br />
