MINUTES <br /> Solid Waste Commission Meeting E <br /> November 5, 1992 41 <br /> Marty McCleery called the meeting to order at 7:10 p.m. <br /> COMMISSION MEMBERS PRESENT: John Brynildson, Marty McCleery, Susan <br /> Smith, Lyle Wray (second half), Shirley Chenoweth, staff <br /> representative, and Sam Jacobs, council liaison. <br /> COMMISSION MEMBERS ABSENT: Michael Haglund, John Hustad, Terry <br /> Iverson (on leave), Laura Kuettel, and Nancy Misra. <br /> APPROVAL OF MINUTES: Susan Smith moved and Marty McCleery seconded <br /> the approval of the October 1, 1992 minutes. <br /> DRAFTING OF REQUEST FOR PROPOSAL FOR RECYCLING SERVICES: The <br /> Commission reviewed the most recent Falcon Heights Request for <br /> Proposal for Recycling Services "RFP and used it as the basis for <br /> drafting a new RFP for the March 1, 1993 February 28, 1994 contract <br /> year. The Commission made the following significant changes: <br /> added an option to extend the contract for one year upon <br /> agreement of both parties; <br /> clarified the scope of collection for multi -unit complexes <br /> (complexes of seventeen or fewer units are collected biweekly, <br /> on the same schedule as single family residential units, while <br /> complexes of eighteen or more units are collected weekly); <br /> expanded the list of items which must be collected, to include <br /> magazines, catalogs and glossy paper, used motor oil, <br /> automotive batteries, and office paper, in addition to the <br /> previously- required items; <br /> added a request for alternate bids on periodic collection of <br /> hazardous waste, tires, and household appliances; <br /> revised the reporting requirements to ensure that bids are <br /> submitted on a comparable basis; and <br /> added a requirement that all respondents submit bids for <br /> biweekly and weekly collection. <br /> The Commission discussed the timing of the RFP process and <br /> determined that, in order to award a contract by the beginning of <br /> the contract year, thereby avoiding the need to extend the existing <br /> contract with Knutson, the RFP would have to be submitted to the <br /> City Council for approval at its November meeting. Upon approval, <br /> the RFP is to be sent out to known providers and published in Focus, <br /> by November 24, 1992. (Publication is required for contracts in <br /> excess of $25,000.) Bids will be due on December 18, 1992, allowing <br /> time to compile the information for consideration at the Commission <br /> meeting on January 7, 1993.
