TIF BONDS OF <br /> 1985, SERIES B FOR REDEMPTION (STRATFORD PROJECT) <br /> Baldwin presented the proposed resolution after which Jacobs <br /> moved, seconded by Gibson Talbot, that Resolution R -93 -09 be <br /> adopted. Motion carried unanimously. <br /> RESOLUTION R -93 -09 <br /> A RESOLUTION CALLING OUTSTANDING GENERAL OBLIGATION <br /> BONDS OF 1985, SERIES B FOR REDEMPTION <br /> REQUEST FOR NECESSARY VARIANCES FOR A GARAGE AT 1433 W. IDAHO <br /> Hoyt explained that Mr. Tom Brace and Mrs. Gunta Brace, 1433 W. <br /> Idaho, had applied for and were issued a building permit for <br /> construction of a 988 square foot garage, and that the <br /> construction proceeded until the city determined that the <br /> building did not conform to the zoning code. She then reviewed <br /> the staff report dated January 20, 1993 (a copy of which is on <br /> file in the city office) addressing subsequent actions such as <br /> determination that the garage did not conform to the code, <br /> issuance of a stop work order and the city attorney's <br /> determination that it would be appropriate for the property <br /> owners to apply for all necessary variances. The specific <br /> variances are 1) a five -foot rear and sideyard setback, Ch. 9 <br /> Section 2.04, Subd 1(c), 2) rear yard coverage, Ch. 9, Section <br /> 2.04, Subd 2(b) and 3) Maximum number of off- street parking <br /> spaces per dwelling unit, Ch. 9, Section 4.01, Subd. 5(e). <br /> Three alternative actions presented for consideration were 1) <br /> grant all necessary variances for the garage as built and lift <br /> the stop work order, 2) Deny all variances and require downsizing <br /> to 600 square feet and make no offer to pay costs and 3) Grant <br /> the variances to downsize the garage to 780 square feet and offer <br /> to pay the property owners the cost of downsizing. <br /> Ciernia, who serves as council liaison to the Planning Commission <br /> reviewed the commission's 4 hour discussion at their January 25, <br />
