Sanitary Sewer District and the Saint Anthony Falls Heritage Board in specialized zoning <br /> and land use related matters. <br /> In addition, the firm represents a significant number of businesses, individuals and <br /> citizen groups in zoning and land use related matters. Our work regularly involves <br /> representing clients in matters involving rezonings, conditional use permits, planned unit <br /> developments, development agreements, variances, nonconforming use determinations, <br /> amendments to comprehensive plans, review of capital improvement programs, platting <br /> and subdivisions, and environmental review of proposed land use projects. <br /> We believe our expertise in the area of zoning law in the State of Minnesota is <br /> second to none. <br /> (2) Platting, Land Development <br /> The firm has frequently served as special counsel to redevelopment authorities on <br /> negotiation of complex development agreements governing all types of issues relevant to <br /> these public bodies, including design standards, dedications and exactions, public facilities, <br /> construction standards and the like. In addition, the firm has served as "Development <br /> Coordinator" for a County HRA in a major program of moderate cost housing <br /> development, working intimately with several suburbs on all aspects of the development <br /> controls for these projects. <br /> On the private side, the firm's clients are very active in residential and commercial <br /> land development. Those clients include large and small new construction, residential <br /> developers, non -profit developers and all types of commercial developers operating in a <br /> variety of municipalities. To the best of our knowledge, none of these clients are <br /> engaged in or are contemplating any development projects in Falcon Heights. <br /> Through our representation of land developers, we have a great deal of experience <br /> in the legal and practical issues involved in surveying, platting, subdivider's agreements, <br /> security for subdivider's agreements and other issues relating to the process of subdivision <br /> and land development. <br /> (3) Condemnation Laws <br /> LS &D has several attorneys whose practice is focused on matters involving <br /> condemnation and property tax appeals and who have been involved in many of the <br /> largest and most complex condemnation cases in the state. Representative cases include <br /> the public purpose challenges to the City Center and Riverplace projects (litigated to the <br /> Supreme Court), the largest taking for the Mississippi River Regional Park, all takings <br /> for several major MCDA projects and recent key decisions related to awards for loss of <br /> visibility and access on Highway 394, as well as Alevizos v. Metropolitan Airports <br /> Comm'n and Ario v. Metropolitan Airports Comm'n (airport noise inverse <br /> condemnations); Castor v. City of Minneapolis (municipal taking of easement of view); <br /> Hennepin County v. Begin (municipal dedication requirement in condemnation case); <br /> State v. Northwest Airlines. Inc. (alleged taking of access rights); Crystal Green v. City <br /> 4 <br />
