Rich's public finance experience includes extensive specific <br /> experience in tax increment financing both through the issuance of bonds or notes to <br /> finance tax increment eligible costs and through "pay as you go" tax increment <br /> reimbursement arrangements. He has also been involved in drafting amendments to <br /> Minnesota's Tax Increment Financing Law and in the development of proposals to use <br /> tax increment financing for the remediation of environmental contamination. In addition <br /> to tax increment financing experience, Rich has participated as bond counsel and /or <br /> issuer's counsel in connection with the general obligation and revenue bond financing <br /> for general municipal purposes, infrastructure, housing development, economic <br /> development and environmental projects for a large number of municipalities and <br /> governmental bodies in the Twin Cities metropolitan area. <br /> From 1988 to the present, Rich has spent approximately 90% of his time on tax <br /> increment financing and municipal finance matters. <br /> Bradley J. "Brad Gunn graduated from Carleton College with a degree in <br /> economics in 1978 and received his law degree from the University of Minnesota in 1981. <br /> After a one -year judicial clerkship, Brad entered private practice. Since that time, he has <br /> practiced primarily in the field of condemnation and eminent domain. He is a recognized <br /> authority in the field and has spoken at general continuing legal education seminars on <br /> the topic. In addition, he has been appointed by the District Court to serve as a <br /> condemnation commissioner. <br /> Martha C. Brand. Ms. Brand practices in the areas of environmental and trade <br /> regulation law at LS &D. She is a leading expert in environmental matters involving <br /> municipal, state and federal compliance of leaking underground storage tanks and is a <br /> frequent lecturer and author on the topic. Ms. Brand is also well known for her expertise <br /> in legal matters involving asbestos removal and wetlands preservation. She is a past <br /> member of the Minnesota Environmental Quality Board (EQB) and served as Chair of <br /> the EQB's Water Resources Committee from 1985 to 1990. Prior to joining LS &D, Ms. <br /> Brand was an Attorney Advisor to the Commissioner of the Federal Trade Commission <br /> (FTC) from 1976 to 1977, Assistant to the Director of the FTC's Bureau of Competition <br /> from 1975 to 1976 and a Trial Attorney for the FTC from 1974 to 1975.
