In the past several <br /> years, he has spoken at numerous seminars to train and advise city council members, <br /> county commissioners, planning commission members, board of adjustment members, and <br /> planning staff regarding land use related legal issues. He spoke on the subject of <br /> development moratoriums at the 1992 Annual City Attorney's Update Seminar and is <br /> scheduled to speak in December at the National Business Institute land use seminar. <br /> In addition to his land use and municipal work, Peter has been involved in several <br /> significant environmental assessment worksheet and environmental impact statement cases <br /> and has been involved in several significant real estate matters including sales and <br /> purchases of commercial properties, commercial leasing, and land platting and subdivision. <br /> He also is a former clerk for the Minnesota Senate Judiciary Committee and recently has <br /> become involved in the firm's legislative and lobbying work. He is a former charter <br /> member of the Minneapolis Environmental Commission and a current member of the <br /> Board of Directors of the Project Environment Foundation. He has a proven track <br /> record as a skilled advisor to governmental units and an extensive background in the <br /> general areas of law relevant to the City. <br /> Peter's practice from 1988 through the present has focused nearly 100% on land <br /> use, environmental, real estate and general governmental law matters. <br /> Ellen G. Sampson, principal co- counsel for public employment law matters. Ellen <br /> graduated from Cornell University in 1966 with a B.A., cum laude, in government. She <br /> received her M.A. from Rutgers University in 1974 and her J.D., cum laude, from William <br /> Mitchell College of Law in 1984. She was the 1966 -67 Woodrow Wilson Fellow at the <br /> University of Chicago and the M.D.E.A. Title IV Fellow at Rutgers University, 1967- <br /> 69. <br /> Ellen has substantial experience and background in governmental legal matters and <br /> in employment law and litigation. After serving as the Committee Administrator for the <br /> Minnesota House Appropriations Committee, she acted as the Assistant to the <br /> Commissioner of the State Department of Employee Relations. Each of these positions <br /> required significant coordination of legal and research efforts for a governmental entity. <br /> Ellen also has served on the State Ethical Practices Board (Chair, 1987 -88) and on the <br /> recent Regents Selection Committee. In the Appropriations position, Ellen developed an <br /> extensive familiarity with the State legislative process. In the Department of Employee <br /> Relations, she developed extensive familiarity with the requirements of public employment <br /> law. <br /> Ellen has represented numerous major employers, individual employees, and public <br /> bodies. She currently represents as outside counsel for employment law matters, the City <br /> of Minnetonka, the State University system, and the League of Minnesota Cities.
