Wherever possible, for necessary research matters, we will endeavor to use the <br /> services of law clerks. Law clerks' time will be billed at an hourly rate of $55. In table <br /> form, the proposed fees are as follows: <br /> All attorney time spent on civil legal matters, including $105 <br /> attendance at City Council meetings <br /> All attorney time spent on prosecution matters $105 <br /> Secretarial time $N /C <br /> Paralegal time $80 <br /> Law clerk time $55 <br /> For informational purposes only, the standard 1992 hourly billing rates for the <br /> team attorneys (which we are not proposing to bill the City) are as follows: Peter <br /> Bachman/$160; Ellen Sampson /$185; Rich Martin /$220; Brad Gunn /$190; Martha <br /> Brand /$215; Bill Koch /$125; and Hank Shea /$185. <br /> For bond work involving the actual issuance of bonds where attorneys' fees are <br /> part of the transactional costs of the issuance and for land development agreements and <br /> matters where the City is reimbursed by the applicant for legal fees, we would anticipate <br /> negotiating rates in an amount acceptable to the City but more nearly approximating our <br /> normal billing rates. <br /> 2. Monthly Billing Statements <br /> The format of the firm's monthly billing statements will be in compliance with all <br /> items specified in the request for proposal. <br /> IV. Legal Services Description <br /> The firm is well qualified to provide all legal services described in paragraphs A <br /> through P. Specifically, we have had substantial experience in drafting municipal <br /> ordinances and resolutions, drafting of joint powers agreements and municipal contracts. <br /> Firm attorneys are active at the Minnesota Legislature and able to keep the City <br /> advised of all pertinent legislative development. <br /> The firm has access to slip opinions almost immediately after court cases are <br /> decided and well before publication in Finance and Commerce. Peter Bachman regularly <br /> tracks municipal- related decisions and will provide legal briefings on current matters as <br /> they develop. <br /> 15 <br />
