RESPONSE <br /> TO REQUEST FOR <br /> PROPOSAL FOR LEGAL SERVICES <br /> SUBMITTED BY <br /> PETERSON, FRAM BERGMAN <br /> TO THE CITY OF FALCON HEIGHTS <br /> This Proposal is submitted in response to the Request for <br /> Proposals for Legal Services, dated August, 1992, distributed by <br /> the City of Falcon Heights. The format of the our Response <br /> corresponds to the format of the Request for Proposals. <br /> SECTION 1. REQUEST FOR PROPOSALS FOR LEGAL SERVICES <br /> A specific response is not required. <br /> SECTION II. INSTRUCTIONS TO PROPOSERS <br /> A specific response is not required. <br /> SECTION III. REQUIRED CONTENTS FOR PROPOSALS <br /> A. Firm Background. In 1986, two law firms merged to form the <br /> direct predecessor of Peterson, Fram and Bergman. One of those law <br /> firms, Peterson, Gray and Sheehan, had offices in downtown St. <br /> Paul. That firm had been in existence for over 15 years. The <br /> other law firm, Franke, Riach and Franke, was a law firm with <br /> offices in Roseville. That firm, and its predecessors, had been in <br /> existence for approximately 20 years. <br /> 1. Brief History. <br /> a. Municipal Litigation. The law firm has been engaged in <br /> numerous civil lawsuits on behalf of our municipal <br /> clients including matters relating to land use and <br /> development (rezonings, special use permits, variances), <br /> condemnations, special assessments, title matters, <br /> construction litigation and code enforcement. <br /> Most of these cases have been tried without a jury. <br /> However, the two attorneys who are primarily responsible <br /> for municipal work have litigation experience involving <br /> juries, both criminal and civil. <br /> b. Knowledge of the following: <br /> 1. Zoning Laws <br /> 2. Platting, Land Development <br /> 3. Condemnation Laws <br /> 4. MSA 429 Projects (procedures and appeals) <br /> 5. Environmental and Superfund Law <br /> 1 <br />
