se Co sent Cons: nt
fir s
Meeting Date: 1/13/93
Agenda Item: C 12
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Contribution to the Dispute Resolution Center
SUBMITTED BY: James Levin, Executive Director
REVIEWED BY: Susan Hoyt, City Administrator
EXPLANATION /SUMMARY:
Over the past years the city has budgeted for and donated $50 to
the Dispute Resolution Center, which assists organizations and
individuals with settling disputes out of court. This saves the
disagreeing parties money and may reduce the adversarial nature
of the discussion. This year the Dispute Resolution Center
requests $500.
In the past two years the city used the service twice to resolve
1) the easements for the Hamline Avenue Project and 2) a
delinquent ambulance bill that went to conciliation court. A fee
of $10 per party was charged by the Dispute Resolution Center for
the Hamline Avenue resolution. To date, no residents referred to
the service to resolve a neighborhood dispute have used the
service to staff's knowledge. This is not the only mediation
service available to the city but is the most available at the
least cost.
This service meets the criteria defined by the council. It
receives most of its revenue from state, counties and
municipalities. Mr. Levin was not available for an explanation
of the increase.
The city budgeted $50 for the Dispute Resolution Center in its
1993 budget. Staff recommends increasing the contribution to
$100 to accommodate increased costs over the past years, when the
but not stress the budget.
If the council wishes to consider a different amount or to meet
with Mr. Levin, please ask staff to arrange this.
ATTACHMENTS:
A Letter from Mr. Levin, dated 22 December 1992.
ACTION REQUESTED:
Approve $100 annual donation to the Dispute Resolution Center.
nsen c n
