At the times proposed, 12 PM to 12 AM, is not expected <br /> to disrupt other activities in the neighborhood. <br /> Financial fees to city <br /> Under the state statute and in the city ordinance, the <br /> association must pay 3 of gross receipts for costs incurred by <br /> the city in administering the charitable gambling activity. This <br /> includes accounting time, attorney time and police time. The <br /> ordinance also requires the Association to give 10% of the net <br /> profit to the city to use for a lawful purpose. These will be <br /> monthly transactions. <br /> Security <br /> The police check each charitable gambling location prior to the <br /> state issuing a license. They also go into the operation once <br /> every other month to check on pull tab procedures (see attached <br /> list). The police will give the city the hours spent on security <br /> in the gambling operation. The bookkeeping is done by the city <br /> accountant. He will coordinate bookkeeping methods with the <br /> employee in Roseville who oversees this activity. The city <br /> requires an annual audit of the charitable gambling operation. <br /> Renewal <br /> The registration will be renewed at the time the charitable <br /> gambling license is renewed with the state, which is in two <br /> years. <br /> Approval <br /> The application for registration for charitable gambling by the <br /> Roseville Area Youth Hockey Association must be approved or <br /> denied by the city council within 60 days of its application for <br /> registration or it will be automatically approved under the city <br /> ordinance. <br /> Miscellaneous related information <br /> The Roseville Area Youth Hockey Association serves Falcon Heights <br /> youths. The city annually reserves, but does not pay for, ice <br /> time for the teams at Aldrich Arena because the ice is set aside <br />
