8 -2.02 8 -3.01 <br /> 1. Injure, or are sufficient to injure, the health <br /> or safety of the public. <br /> 2. Create an obnoxious odor in the atmosphere. <br /> 3. Cause damage to property or inconvenience to the <br /> general public. <br /> 4. Create a nuisance or hazard by obscuring vision. <br /> 5. Have a deleterious effect upon trees, plants or <br /> other forms of vegetation. <br /> D. Unnecessary Noise. No person, in any public or private <br /> place, shall make, or assist in making, by any manner or <br /> means, any loud, unpleasant or raucous noise disturbing <br /> to others, unless the same be reasonably necessary to the <br /> preservation of life, health, safety or property. <br /> E. Noisy Parties. <br /> 1. Participation. No person shall congregate <br /> because of participation in any party or gathering <br /> of people from which noise emanates of a sufficient <br /> volume so as to disturb the peace, quiet or repose <br /> of any other person. <br /> 2. Remaining to Abate Disturbance. No person shall <br /> visit or remain within any place wherein such a <br /> party or gathering is taking place except persons <br /> gone are there for the sole purpose of abating the <br /> disturbance. <br /> SECTION 3. OFFENSES <br /> 8 -3.01 Drug Paraphernalia. Prohibited Drugs and Drug Related <br /> Devices; State Law Incorporated by Reference. <br /> Minnesota Statutes, Sections 152.01 and 152.02 dealing <br /> with definitions of prohibited drugs and schedules of <br /> controlled substances, and all future amendments thereto <br /> are hereby adopted and incorprated by reference as fully <br /> as if set forth herein.
