2 -3.03 Fire Department Relief Association. <br /> A Falcon Heights Fire Department Relief Association is <br /> established pursuant to Minnesota Statutes 424A. The <br /> Association must operate under by -laws approved by city <br /> council. Amendments to the by -laws may be proposed by <br /> the fire relief association and are subject to city <br /> council approval. Amendments may, from time to time, <br /> be adopted by city council resolution. <br /> SECTION 4. CITY COMMISSIONS <br /> 2 -4.01 The city council has established the following <br /> Commissions: <br /> Planning Commission <br /> Human Rights Commission <br /> Park and Recreation Commission <br /> Solid Waste Commission <br /> 2 -4.02 The city council may from time to time by resolution <br /> provide for the establishment, composition, terms, <br /> duties, vacancies, organization and termination of <br /> the city commissions. <br /> A. General Duties. All Commissions. <br /> 1. Roles of the Commissions. The commissions are <br /> designed to serve in an advisory capacity to the <br /> city council. <br /> 2. Composition and Qualifications. The city <br /> commissions shall consist of not less than seven <br /> and not more than nine members. The majority of <br /> members shall be residents of Falcon Heights, <br /> appointed by the mayor and approved by the council. <br /> B. Specific Duties. <br /> Specific duties for each Commission are included in <br /> the Administrative Manual. <br /> C. Terms, Vacancies, Oaths. The term of office of all <br /> commission members shall be three years. Except for <br /> appointments to fill a vacancy, an appointment in any <br /> year shall be deemed effective as of January 1 of such <br /> year for purposes of computing the term. No member shall <br /> serve more than two consecutive three year terms. <br /> 3 <br />
