STREETS, PARKS, PUBLIC SAFETY UTILITIES 3 -4.04 3 -5.03 <br /> 4. Alcoholic and Intoxicating Beverages. No <br /> person shall transport, possess, offer for sale, <br /> consume or be under the influence of any beer, <br /> wine, liquor or other alcoholic or intoxicating <br /> beverage in any park site. <br /> 5. Unlawful Sales. No person shall sell or offer <br /> for sale, any object, merchandise or service or <br /> conduct any business or commercial enterprise <br /> except those concessions authorized by the <br /> council. <br /> SECTION 5. STORM WATER DRAINAGE UTILITY <br /> 3 -5.01 Storm Water Drainage Utility Established. <br /> The city storm sewer system shall be operated as a <br /> public utility pursuant to M.S. Chapter 444.075 from <br /> which the revenues will be derived subject to the <br /> provisions of this chapter and Minnesota Statutes. <br /> A. Definition of Residential Equivalent Factor (REF). <br /> One (1) REF is defined as the ratio of the average <br /> runoff generated by one (1) acre of a given land use <br /> to the average volume of runoff generated by one (1) <br /> acre of typical single family residential land, <br /> during a standard one (1) year rainfall event. <br /> B. Storm Water Drainage Fee Calculations. Storm water <br /> drainage fees for parcels of land shall be determined <br /> by multiplying the REF for parcels of land use by the <br /> parcel's acreage and then multiplying the resulting <br /> product by the storm water drainage rate. The REF <br /> values for various land uses are as follows: <br /> CLASSIFICATION LAND USES REF <br /> 1 Single family duplex 0.25 <br /> 2 Schools Institutions 1.25 <br /> 3 Multiple family resi- 2.50 <br /> dential, churches and <br /> governmental buildings <br /> 4 Commercial 5.00 <br /> 5 Golf courses and open .25 <br /> undeveloped areas <br /> 4 <br />
