For the purpose of calculating storm water drainage <br /> fees, all developed one family and duplex parcels shall <br /> be considered to have land equal to one fourth (1 /4th) <br /> acre. Fees are as established in Chapter 5 of this <br /> code. <br /> C. Credits Property owners who apply for a reduction <br /> in fees due to site facilities which improve water <br /> quality or reduce its outflow rate must apply for a <br /> variance paying the usual variance request fee. The <br /> city engineer will review the site and make a <br /> recommendation to the council. The owners of all residential properties shall pay a fee <br /> for the collection and disposal of solid waste <br /> (including recyclable materials) as stipulated in <br /> Section 5 -5.01 of this code. <br /> B.
