B. Discharge of Surface Waters Prohibited. It shall be <br /> unlawful to discharge or cause to be discharged into the <br /> sewer system, either directly or indirectly, any roof, <br /> storm, surface or ground water of any type or kind, or <br /> water discharged from any air conditioning unit or system. <br /> C. Tampering with Municipal Sewer System Prohibited. No <br /> person shall maliciously, willfully or negligently break, <br /> damage, destroy, uncover, deface or tamper with any <br /> structure, appurtenance or equipment which is a part of the <br /> sewer system. <br /> D. Certain Connections Prohibited Connections. No <br /> buildings located on property lying outside the city limits <br /> shall be connected to the sanitary sewer system unless <br /> authorized by the Falcon Heights City Council and the <br /> City of Saint Paul City Council. <br /> 4 -1.03 Entry Upon Private Property. <br /> The City Engineer and other authorized employees of the <br /> City, bearing proper credentials and identification, shall <br /> at reasonable times be permitted to enter upon all <br /> properties for the purpose of inspection, observation, <br /> measurement, sampling and testing in connection with the <br /> operation of the city sanitary sewer system.. <br /> 4 -1.04 Rates and Charges <br /> A. Residential. For the purpose of providing funds to <br /> meet operation, maintenance and also replacement <br /> costs of the city's sewer system, a quarterly user <br /> fee will be charged to each lot, parcel, building or <br /> premises connected to the sewer system. The sewage <br /> service charge payment is stipulated in Chapter <br /> 5- 5.01(F) of this code. <br /> B. Commercial and Industrial. In the event that any <br /> commercial or industrial user's lot, parcel of land, <br /> building or premises discharging sanitary sewage, <br /> industrial wastes, water or other liquid into the <br /> sewer system of the city directly or indirectly, is <br /> supplied in whole or in part with water not obtained <br /> from the city or the City of St. Paul, the user shall <br /> immediately, install necessary metering equipment as <br /> approved by the City Engineer to measure the quantity <br /> of water used; and the sewer rental charge shall be <br /> 2 <br />
