4 -1.10 4 -2.01 <br /> based on the quantity of water used. Whenever the <br /> owner, lessee or occupant fails to install such <br /> metering equipment where it is not practical to measure <br /> the amount of water used on the premises by meter or <br /> meters, the City Engineer shall estimate the volume of <br /> water from private sources which discharges into the <br /> sewer system of the City, and such estimate shall be <br /> used in lieu of the metered volume of water from <br /> private sources to determine the sewer rental charges. <br /> No appeal may be made from such estimates by the user <br /> other than by installation of a meter as provided <br /> above. <br /> C. Amendments. The council may by resolution establish <br /> and amend the sewer rental charges. In unusual <br /> circumstances, the council shall impose supplemental <br /> sewage rate charges determined as reasonable and <br /> warranted on relevant factors. <br /> D. Penalties and Assessment. Penalties for late payment <br /> and assessment of unpaid fees are as stipulated in <br /> Section 5- 5.01(F). <br /> 4 -1.05 Maintenance of Individual Connections <br /> It shall be the responsibility of the property owner or <br /> occupant to maintain the sewer service from the main <br /> sewer into the house or building. However, in the <br /> event of structural failure of a service between the <br /> main and the property line, the city may, upon council <br /> approval, reimburse a property owner up to $250.00 per <br /> occurrence for costs incurred by the property owner in <br /> repairing said structural failure, or for damages <br /> caused to personal property, or for clean -up costs <br /> resulting from the structural failure. The property <br /> owner must present clear and convincing evidence as <br /> to the nature and location of the structural failure. <br /> SECTION 2. RESIDENTIAL SEWER CONNECTIONS <br /> 4 -2.01 General <br /> The Plumbing Inspector shall supervise all sewer <br /> connections made to the city sanitary sewer system <br /> and all excavations for the purpose of installing or <br /> repairing the same sanitary sewer installation or <br /> repair. <br /> 3 <br />
