5 -3.01 5 -3.02 <br /> 4. Disposition of Unclaimed Animals. Any animal which <br /> is not claimed as provided for in 5 -2.13, may be sold <br /> for at least the cost of all required vaccinations and <br /> registration to anyone desiring to purchase the animal, <br /> if not requested by a licensed educational or <br /> scientific institution under Minnesota Statutes, <br /> Section 35.71. All sums received by the city above the <br /> costs shall be placed in the general fund of the city. <br /> Any animal which is not claimed by the owner or by a <br /> licensed educational or scientific institution or sold, <br /> shall be painlessly put to death and the body properly <br /> disposed of by the poundkeeper. <br /> 5 -3.02 Refuse and Recycling <br /> A. Refuse Defined. Refuse means all waste products which <br /> are composed wholly or partly of such materials as <br /> garbage, rubbish, leaves, grass, brush, and other waste <br /> materials; or any other such substance which may become <br /> a nuisance. <br /> B. Required Collection of Garbage and Refuse: <br /> 1. Every household and commercial /industrial <br /> establishment in the city must be under a contract <br /> for the collection of garbage and refuse with a <br /> licensed garbage hauler. A household in a multi- <br /> dwelling property is considered to be under a <br /> garbage collection contract if the owner, <br /> association, or management entity has a contract <br /> with a licensed hauler. <br /> 2. A household or commercial /industrial establishment <br /> may be exempt from the requirement to be under a <br /> garbage and refuse contract if the household or <br /> commercial /industrial establishment hauls garbage <br /> or refuse from their own residence or business <br /> property and complies with the following standards: <br /> (a) Garbage is hauled in a timely manner such <br /> that it does not accumulate and become a <br /> nuisance; <br /> (b) Garbage is hauled in containers equipped <br /> with tight- fitting covers and which are also <br /> water -tight on all sides and the bottom; <br /> III <br /> 13 <br />
