5 -3.02 <br /> (c) Refuse is hauled in a manner that prevents <br /> leakage or any possibility of a loss of <br /> cargo; <br /> (d) Garbage and refuse is only dumped or unloaded <br /> at designated sanitary landfills, or other <br /> facilities authorized by Ramsey County; <br /> (Amended by 0 -92 -3 dated 6/24/92). <br /> C. Storage of Refuse. <br /> 1. Metal or Plastic Non Disposable Containers <br /> Required. The owner or occupant of any dwelling <br /> any other person having refuse shall provide sufficient <br /> non disposable containers for the storage of all refuse <br /> accumulated on the premises between collections. Each <br /> metal or plastic non disposable container shall be <br /> watertight, shall have a tight fitting lid, shall be <br /> impervious to insects, rodents, vermin and <br /> absorption of moisture. <br /> 2. Placing of Non Disposable Containers. Where alleys <br /> are plotted and open for traffic, non disposable <br /> containers shall be placed at the rear of the <br /> property adjoining the alley. Where no such alley <br /> exists, non disposable containers shall be placed <br /> at a point which is reasonably accessible to the <br /> front of the house. <br /> 3. Placing of Waterproof Bags. Waterproof bags may be <br /> placed next to the street, curb or alley, provided <br /> they do not remain there for a period longer than <br /> 24 hours prior to the time scheduled for <br /> collection. <br /> D. Recycling Scavenging Prohibited. <br /> 1. Purpose. This section is designed to prevent <br /> unauthorized collections of recyclable materials which <br /> are set out by city residents as part of a <br /> designated recycling program. Unauthorized collection <br /> or "scavenging" may reduce the volumes of material <br /> collected as part of a designated program and thereby <br /> threaten the economic viability of the program. <br /> Scavenging may also cause confusion among participating <br /> residents and thereby disrupt the publicity and <br /> educational processes of the program. This section is <br /> also designed to insure that a designated recycling <br /> program will be implemented in an orderly fashion to <br /> avoid adverse effects on the public health, welfare, <br /> safety and environment. <br /> 14 <br />
