the city.
Supercycle This company had been Falcon Heights recycler
up until two years ago. They felt they had done a good job.
Supercycle currently serves about eighty percent of the city
of St. Paul. They know the layout of Falcon Heights well
and are able to reroute in areas where trucks would be a
problem such as around schools. Rates are guaranteed for
the life of the contract.
DISCUSSION AND QUESTIONS FOLLOWING THE PRESENTATIONS: Sam
Jacobs asked Supercycle how it handled toxics. It's
representative said that it would coordinate it with the city
but did not pick them up at curbside due to liability issues.
The E -Z representatives said that they would pick up many of the
items that Supercycle collects.
Knutson and E -Z representatives responded to a question on
rerouting in problem areas by the commission. They could
reroute if there was a problem in the community. Supercycle in
it's presentation was willing to reroute.
Knutson picks up recycling 29 times a year in its bid (every two
weeks). E -Z and Supercylce 24 times a year (twice a month) but
could also do it every two weeks.
The discussion and questions ended at this time. The
representatives from the companies where thanked for their time
and input.
RECOMMENDATION: After the recyclers left the meeting, the
commission discussed the various bids. The commission was
impressed with all the firms and the bids submitted. It decided
it would recommend E -Z to the city for the recycling contract
for March of 1993 unitl February of 1994. This decision was
based primarily on the fact that E -Z's rates were the lowest and
funds are tight in city government. Other facts considered
included; EZ's revenue sharing was guaranteed, it picked up many
of the same products as the other haulers submitting bids and
there would be minimal problems if any in the transition from
the current recycler to EZ.
John Hustad made a motion to recommend EZ to the city council as
the city's recycler for March 1993 to February 1994. It was
seconded by Laura Kuettel. Recommendation was approved
unanimously. A recommendation was drafted and will be sent to
the city council. (See attachment for a copy of the
recommendation)
APPROVAL OF MINUTES: John Brynildson made a motion to approve
tht minutes of the 5 November 1992 meeting. Seconded by Michael
Haglund. Motion passed.
