environmental efforts of a broader scope are also areas for
increased attention. It was noted that the Commission does not
have a clear mandate from city ordinances or the City Council,
and the Council may be receptive to the Commission's
recommendations with regard to defining and broadening its
role. The discussion of the Commission's role led to further
discussion of a potential name change to better reflect the
Commission's changing identity.
YARD WASTE COLLECTION: Ramsey County is extending its yard waste
collection to August of 1994. Size limits are 4" diameter, 4'
lengths, bound in 12" bundles.
NEW RECYCLING CONTRACTOR: Unlike the previous contractor, E -Z does
not collect on the fifth Friday of the month; this created some
confusion among residents in April. To accommodate the increased
volume on the recycling date following the fifth Friday, E -Z sent
additional vehicles and started earlier in the day, which caused
some residents to miss the pickup. Shirley Chenoweth reported that
E -Z's bill, counts, and reimbursement check arrive together and on
time. There have been, in general, few complaints about the new
contractor.
SPRING CLEANING DROPOFF: Several residents have inquired whether
Falcon Heights will sponsor a "spring cleaning" collection of
otherwise unrecyclable items. This is an expensive proposition,
especially with increasing dumping fees. The last such effort cost
$6,000 and was used by only about 100 people. The budget does not
allow for such a program this year.
EXCHANGE OF MINUTES WITH NEW BRIGHTON COMMISSION: The New Brighton
Environmental Quality Commission has invited the FHSWC to exchange
agendas and minutes between the two entities. After discussion,
members agreed that it may be useful to see what issues are being
addressed by similar commissions in other communities.
TONNAGE REPORTS: Collections in April were up to 40 tons, from
36.35 tons in March. Shirley Chenoweth noted that collections
increased progressively last year as well.
The meeting was adjourned at 8:30 p.m.
Respectfully submitted,
Susan K. Smith, Secretary
1347R
-3-
