7/28/93 <br /> P -2 <br /> ITEM: Proposed amendments to the commercial development moratorium <br /> Chapter 5 Section 5.02 Development Restrictions and Applicability <br /> SUBMITTED BY: Planning Commission <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /DESCRIPTION: <br /> Background <br /> In October, 1992 the city undertook a study of its commercial zoning codes. In <br /> order to guarantee that during this process no business uses would be approved <br /> that were inconsistent with the possible outcome of the study, the city adopted a <br /> commercial development moratorium which restricted new business licenses to <br /> those businesses that were specifically permitted uses in the existing zoning code. <br /> Applicability of moratorium after adopted commercial code revisions <br /> After the adoption of the proposed revisions in the commercial zoning code, it <br /> would be appropriate to revise the commercial development moratorium to allow <br /> businesses (that are identified as permitted or conditional uses in the revised <br /> commercial code) to apply for business licenses and permits according to routine <br /> administrative procedures. However, the moratorium will remain in effect for those <br /> uses that are not specifically identified as permitted or conditional uses in the <br /> revised commercial zones as well as those uses that are specifically identified as <br /> being considered for further study for secondary impacts.
