Larpenteur Avenue <br /> Falcon Heights, MN 55113 <br /> Dear <br /> On behalf of the North Suburban Senior Council (NSSC), cosponsor of the <br /> Roseville Area Senior Program, I wish to submit the following proposal for <br /> your review and submission to the Falcon Heights City Council. <br /> In 1986 the Blockworker Outreach Program was established by the NSSC as a <br /> neighbor helping- neighbor concept utilizing volunteers to visit older <br /> residents on their block at least once a month to provide free written <br /> information on community resources, activities and services as well as to be a <br /> resource to the resident The overall purpose of the Blockworker model is to <br /> foster and promote a self sufficient neighborhood environment that enables <br /> older adults living in their own homes to maintain meaningful, independent <br /> lifestyles. <br /> In 1988 a Service Coordination Task Force, made up of senior citizen service <br /> providers, representatives from municipalities, senior citizens and others, <br /> was estblished to look at the needs of senior citizens in the north suburban <br /> area of Ramsey County. One of the major needs identified was that of <br /> reaching out to isolated older adults in the community so they may learn <br /> more about services and programs available to them. From the <br /> recommendation of this committee the NSSC applied for and received a <br /> Federal Older Americans Act Title III grant in 1989 to expand the <br /> Blockworker Outreach Program into more neighborhoods of our service area, <br /> Roseville Area Schools #623. After the granting year other funds were <br /> secured however those funds lasted only one year and NSSC took on the full <br /> financial responsibility of the Blockworker Program. The NSSC Board of <br /> Directors felt then and still feels that this program is very important and vital <br /> to linking potentially isolated older adults to programs and servcies necessary <br /> to maintaining independence. <br />
