rA <br /> MINUTES <br /> JULY 28, 1993 <br /> PAGE 2 <br /> A council discussion ensued regarding Section 9 -9.01, Subd 2(d) <br /> relating to screening of outdoor storage on publicly owned land <br /> and buildings. It was felt that trailers should be included in <br /> the list of items to be screened. The issue of whether or not <br /> veterinarian hospitals and pet grooming businesses should <br /> be allowed to board animals was thoroughly discussed. It was <br /> decided to leave the language prohibiting boarding of animals as <br /> written. <br /> Jacobs moved adoption of Ordinance 0 -93 -07 with the addition of <br /> requiring screening of trailers as discussed. Motion carried <br /> unanimously. <br /> ORDINANCE 0 -93 -07 <br /> AN ORDINANCE AMENDING CERTAIN SECTIONS OF CHAPTER 9 <br /> OF THE CITY CODE RELATING TO ZONING <br /> AMENDMENT OF COMMERCIAL DEVELOPMENT MORATORIUM APPROVED <br /> Hoyt explained that with the adoption of the zoning changes it is <br /> appropriate to amend the moratorium to allow businesses that are <br /> identified as permitted or conditional uses to apply for business <br /> licenses and permits according to routine procedures. The <br /> moratorium will remain in effect for those uses that are not <br /> specifically listed, as well as those uses identified as being <br /> considered for further study for secondary impacts. The Planning <br /> Commission held a public hearing on the issue on July 26, 1993 <br /> after which that body recommended the amendment as proposed. <br /> Gehrz then moved adoption of Ordinance 0 -93 -08 which carried <br /> unanimously. <br /> ORDINANCE 0 -93 -08 <br /> AN ORDINANCE AMENDING 5 -5.02 OF THE CITY CODE RELATING TO <br /> TO THE INTERIM DEVELOPMENT MORATORIUM RESTRICTIONS <br /> GROVE PARK IMPROVEMENT PROJECT APPROVED <br /> Parks and Recreation Director Carol Kriegler introduced Parks and <br /> Recreation Commissioner Carol Weisberg who gave an overview of <br /> the process leading to the proposed plan. This included a survey <br /> in November of 1992 followed by commission meetings, neighborhood <br /> park planning task force meetings, and meetings with Grove <br /> residents including children. <br /> Kriegler reviewed the site plan and indicated the cost of the <br /> project is estimated to be $40,000. $42,000. <br /> Jacobs requested that the purchase of park items made of recycled <br /> materials be considered whenever possible and then moved approval <br />
