Assessment Policy: <br /> The city will evaluate its assessment policy on properties <br /> benefitting from a capital project at the outset of each project. <br /> The city will provide a payment period with a minimum <br /> interest rate of 2.5 per cent over the debt payment rate for <br /> each project as follows. <br /> Street reconstruction 10 years <br /> Storm sewer 10 years <br /> Street resurfacing 5 to 10 years <br /> Water and Sewer to be determined <br /> X. Donation policy: <br /> A. The city will consider giving donations within its budget <br /> constraints to service organizations or projects that meet the <br /> following guidelines: <br /> 1. Must be an intergovernmental service or project. <br /> 2. Contribution to be proportional to population. <br /> 3. Must be ongoing or be part of an ongoing effort with <br /> established goals and measurable results. <br /> 4. Must be something the city cannot accomplish by itself. <br /> 5. Must meet the legal requirements of promoting and <br /> ensuring the health, safety and welfare of Falcon <br /> Heights citizens. <br /> 6. The request shall be made at or before the budgeting <br /> cycle so it can be included in the next year's budget. <br /> 7. The city shall establish a maximum donation amount of <br /> 10,000 for the 1994 budget (This is about 10% of the <br /> general fund budget in past years.) <br />
