The program meets all the criteria with the exception of <br /> the $5,000 request. There are two approaches to <br /> determining Falcon Heights's funding, which according <br /> to policy must be based upon population: <br /> 1) actual use (4 out of 442 cases) <br /> 1% of cases X $22,500 (grant shortfall) $225 <br /> 2) percentage of population of service area (suburban <br /> Ramsey County) <br /> 3% of population X $22,500 (grant shortfall) $675 <br /> Staff recommends donating according to the population <br /> share of suburban Ramsey County rather than the actual <br /> use by the Falcon Heights's population. <br /> III. Compensation <br /> An annual cost of living increase is granted to employees. <br /> Cities are varying between 2 1/2% and 3% for <br /> 1994. A minimum 2 1/2% increase is recommended. <br /> Staff recommends setting a maximum dollar health benefit for <br /> employees based upon the city covering the same percentage <br /> of health care insurance on the lowest cost policy for families. <br /> (e.g. 75% of lowest cost plan.) It is desirable to have the city <br /> share of the health compensation remain constant unless price <br /> increases preclude this. <br /> IV. Draft Draft Draft Capital Improvement Program (Attachment 5) <br /> The attached capital improvement programs are a rough draft. <br /> These will be revised based upon Park and Recreation Commission <br /> input. The fire department program is still being revised. All capital <br /> improvement programs are subject to change as part of the overall <br /> CIP update planned for 1994. <br />
