Meeting Date: 11/10/93 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Staff update on commercial development <br /> moratorium <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> The planning commission is discussing the best way to deal with <br /> the eight uses under the city's commercial development <br /> moratorium. The eight uses are: <br /> therapeutic massage <br /> adult uses <br /> stores selling firearms <br /> pawn shops <br /> precious metal dealers <br /> secondhand stores <br /> pool halls and game arcades <br /> check cashing establishments <br /> Under its statuatory authority to protect the public health and <br /> welfare, the city has the right to control business uses through <br /> licensing, placing conditions on the uses through zoning or <br /> excluding business uses that don't meet the purpose of the city's <br /> commercial business district. The commission is studying the <br /> three ways to deal with these uses other than simply listing them <br /> as permitted uses. <br /> Although at this time, the commission is only discussing these <br /> uses and has no action or recommendations, it is appropriate to <br /> bring the council up to date on the moratorium's status. <br /> ACTION REQUESTED: <br /> Staff update on the status of the commercial development <br /> moratorium. <br />
