DATE: November 1992 TO: INDIVIDUALS AND ORGANIZATIONS INTERESTED IN PROVIDING MUNICIPAL RECYCLING SERVICES FROM: CITY OF FALCON HEIGHTS RE: REQUEST FOR PROPOSAL FOR RECYCLING SERVICES The City of Falcon Heights is interested in obtaining proposals for residential collection of recyclable products. This program will be administered by the City. The contract period will be from March 1, 1993 through February 28, 1994, with a sixty (60) day cancellation clause and an option to extend for one additional year based upon a written mutual agreement by both parties. The area to be served includes the entire residential area of Falcon Heights, excluding the State Fairgrounds, the University of Minnesota campus, the University golf course, and Commonwealth Terrace. This area contains approximately 1,350 households in single family residences through multi -unit complexes of 17 or fewer units and 427 households in multi -unit complexes of 18 or more units, for a total of 1,777 households. Single family residences and multi -unit complexes of 17 or fewer units are presently provided curbside and alley collection on the first and third Friday of each month. Proposals should include quotes both for collection on the first and third Friday of each month and for weekly collection. Multi -unit complexes of 18 or more units (of which there are seven) are and will continue to be provided weekly collection from a collection area provided on the premises. Collection must be on Friday and must be completed in one day. At a minimum, products collected must include newspaper, glass containers, aluminum and steel cans, corrugated cardboard, plastic, magazines, catalogs and glossy paper, used motor oil, automotive batteries, and office paper. Collection vehicles must be in good working condition and must be plainly marked with the contractor's name. Collection contractors must provide monthly reports on all materials collected. The required information must include original truck scale tickets, the name of the collection contractor and the market, and the net weight of each recyclable product collected (see list of products above). Proposals will be evaluated using criteria to include completeness of proposal, amount of bid, amount of experience, proven record of stability, materials collected beyond those required, capability to provide accurate data on tonnages, ability to provide service each Friday, financial stability, and the ability to begin collection by March 1, 1993.
