DATE: November 1992 <br /> TO: INDIVIDUALS AND ORGANIZATIONS INTERESTED IN PROVIDING <br /> MUNICIPAL RECYCLING SERVICES <br /> FROM: CITY OF FALCON HEIGHTS <br /> RE: REQUEST FOR PROPOSAL FOR RECYCLING SERVICES <br /> The City of Falcon Heights is interested in obtaining proposals for <br /> residential collection of recyclable products. This program will <br /> be administered by the City. The contract period will be from <br /> March 1, 1993 through February 28, 1994, with a sixty (60) day <br /> cancellation clause and an option to extend for one additional year <br /> based upon a written mutual agreement by both parties. <br /> The area to be served includes the entire residential area of <br /> Falcon Heights, excluding the State Fairgrounds, the University of <br /> Minnesota campus, the University golf course, and Commonwealth <br /> Terrace. This area contains approximately 1,350 households in <br /> single family residences through multi -unit complexes of 17 or <br /> fewer units and 427 households in multi -unit complexes of 18 or <br /> more units, for a total of 1,777 households. Single family <br /> residences and multi -unit complexes of 17 or fewer units are <br /> presently provided curbside and alley collection on the first and <br /> third Friday of each month. Proposals should include quotes both <br /> for collection on the first and third Friday of each month and for <br /> weekly collection. Multi -unit complexes of 18 or more units (of <br /> which there are seven) are and will continue to be provided weekly <br /> collection from a collection area provided on the premises. <br /> Collection must be on Friday and must be completed in one day. <br /> At a minimum, products collected must include newspaper, glass <br /> containers, aluminum and steel cans, corrugated cardboard, plastic, <br /> magazines, catalogs and glossy paper, used motor oil, automotive <br /> batteries, and office paper. <br /> Collection vehicles must be in good working condition and must be <br /> plainly marked with the contractor's name. <br /> Collection contractors must provide monthly reports on all <br /> materials collected. The required information must include <br /> original truck scale tickets, the name of the collection contractor <br /> and the market, and the net weight of each recyclable product <br /> collected (see list of products above). <br /> Proposals will be evaluated using criteria to include completeness <br /> of proposal, amount of bid, amount of experience, proven record of <br /> stability, materials collected beyond those required, capability to <br /> provide accurate data on tonnages, ability to provide service each <br /> Friday, financial stability, and the ability to begin collection by <br /> March 1, 1993.
